At present,China is in the golden age of railway construction development.by the end of 2015,the total mileage of China railway is 12.1 kilometers,according to the mid-long term railway network planning,the railway network reaches 150,000 km by 2020 and further expanded to Miriade km by 2025.The construction of large-scale railway has promoted the steady and rapid development of our economy.Because of the huge investment characteristics of railway construction,the national strategy,industry development and regional economic structure have a significant impact on the national economic and people's livelihood.Therefore,effective and reasonable control of railway project investment situation is an important problem of railway project management.Railway projects generally have the characteristics of urgent project progress requirements,lack of engineering design depth,and railway construction projects have the characteristics of huge investment,long construction period and large scale.in the construction process,the construction process is often affected by national policies,development planning,environmental conditions and other factors,so that the project will still produce unexpected changes after the initial approval.At present,the budget cleaning work will still be an important means of railway construction investment management,further standardize the budget estimate behavior,the railway construction investment process closed-loop control,to ensure the project investment in the control scope is particularly urgent and significant.In this paper,the procedures,main contents and key contents of the budget estimate are analyzed,and the calculation method of cleaning cost is summarized,and the efficiency of budget cleaning is improved The system summarizes the focus of the budget estimate,analyzes the key work,and puts forward the solution.This paper selects Handan railway project as the actual research object,investigates the implementation of the project,collects a large number of project data and policy documents,and analyzes the relevant articles and requirements;Through real-time tracking the project progress,the site acquisition,change,material price spreads and other data are fully obtained,and the data are processed and summarized in a timely manner.From the project investment,construction process,final approval and other links,carry out in-depth research,and the various costs are sorted out,compared with the preliminary design approval estimate budget estimate,clear the amount of cost control,effective control of investment;Many times with the relevant management departments responsible for communication discussions and on-site participation in the budget estimate clean-up work,analysis,summary of the budget of the Yellow railway project proposed clean-up work of the problems.In view of the specific problems,this paper puts forward some suggestions on land requisition removal management,change management,supplementary contract signing and other related contents.The concept is easy to be confused and the management is easy to solve the related problems in the budget estimation,and the cleaning behavior of the proposed budget is standardized.
