Research On “neighboring Effect” Of Urban Gas Stations Based On Planned Location

City gas station is NIBY(Not-In-My-Back-Yard)facility with negative externalities.The public around location struggles for the decisions due to concerns about its safety,healthy and economic,which is called "NIMBY effect".In recent days,with the development of the city and the improvement of the public power consciousness,the public put forward many opinions and demands,which causes some contradiction.So it has practical significance that study on NIMBY effect of city gas stations based on site planning.In this paper,through the way of literature review and case analysis,using the garbage can theory,the current situation of city gas stations and some problems existing in the site planning of city gas stations including planning-making,location argument,mechanism planning and public participation are pointed out.The reasons are analyzed including imperfect planning site selection,incomplete demonstration program,unscientific and public participation limitations.Finally,in combination with Thomas’s theory of public participation in effective decision making,this paper points out solutions including establishing multi-sectoral interaction in the location decision planning mode,optimizing the procedure of location argument,establishing a scientific mechanism planning,building effective public participation in decision-making model.
