Research On The Public Participation Driving Factors And Guiding Strategies In The Planning And Construction Of Polluting NIMBY Facilities Based On SEM

With the rapid development of China's economy and society and the constant pursuit of quality of life by residents,a large number of public facilities have been built.However,some public facilities have obvious negative externalities and unbalance of cost and benefits during their construction or operation,which has led to the resistance of residents near the facilities to their planning and construction,including the conflict of polluting nimby facilities.The public's resistance to the polluting nimby project is not only due to the pollution and nimby effect of the facilities themselves,but also directly related to the growing awareness of human rights and environmental awareness.Now,the importance of public participation has been accepted by government policy makers and expert scholars,and public participation in the public area of our country has already been made,but in real life,due to the fact that the public's professional literacy is so different,it has not been properly organized and managed,and it has not been properly organized and managed,and the public's cultural and customs and customs and so on,and so on and so on,so it's difficult to get the public to really effectively participate in the projects of the neighborhood.In view of this,this paper takes the residents around the nimby facility as the research object,and takes public participation in the planning and construction of polluting nimby facilities as the research topic,and further explores the mechanism of public participation in nimby projects,provides reference for the relevant government departments to formulate relevant strategies,and promotes the smooth implementation of nimby projects,and contributes to economic and social development.First of all,this paper,based on the in-depth understanding of the background of the public participation of nimby facilities in China,and based on the literature research and case study,identifies the public participation drivers of the pollution-type nimby facilities.Based on the theoretical connotation of MOA model,the driving factors of public participation behavior are summarized,and the public participation drivers based on participation motivation,participation ability and participation environment are identified.Secondly,the MOA model is combined with the structural equation model to construct the public participation drive model of the pollution type nimby facility.Based on the questionnaire data,the path coefficient of the model is obtained by using theanalysis software of AMOS17.0 structural equation,and the effect of participation environment,participation ability and participation motivation on the participation behavior is determined,and it is clear that the participation environment plays an important role in the selection of public participation behavior.Lastly,on that basis of the result of the analysis of the route,the paper puts forward the idea of establishing the public participation guidance strategy of the pollution type neighboring facilities in the subregion,in conjunction with the research of the literature and the case study,in conjunction with the truth of our country,establishing the public participation guidance strategy of the multi-entity bidirectional interactive type city pollution type neighboring facilities and the public participation of the public participation of the neighboring pollution type neighboring facilities in the township suburb of the township,which is the pollution type of the neighboring facilities.At the same time,we have promoted the smooth implementation of guidance strategies from four aspects,including the guiding role of non-governmental organizations,the establishment of unimpeded feedback channels,the explicit participation effect evaluation indicators and the establishment of tax and compensation policies,so as to realize the targeted solutions of the public participation problems,and provide useful thinking for China to solve the nimby conflict and promote the construction of nimby projects.
