Urban Fire Risk Analysis And Fire Safety Management Countermeasures

At present,the transformation of development mode and the adjustment of industrial structure have brought new situations,new problems and new challenges to urban fire safety management.The frequent occurrence of fire accidents,heavy casualties,fully exposed the serious situation of fire fighting in town.Referring to the risk assessment at home and abroad as well as related literature review,this dissertation will analyze the fire accident statistics?fire safety management of Z city.Based on the fire risk index system which is constructed by analytic hierarchy process,by analyzing the fire risk factors?the regional fire risk and fire power distribution,the author will put forward the countermeasures for urban fire safety management.The main research contents and conclusions are as follows:(1)Statistical analysis of urban fire accidents between 2013 and 2016 through the city of Z.From the perspective of fire locations,the residence became the main location of the fire,and the residential fire accounted for 31.2% of the total number fire accidents,accounting for78.5% of the total casualties.From the perspective of fire causes,electric fire is still the main cause of fire accidents,accounting for 33% of the total number fire accidents,accounting for78.5% of the total casualties.From the perspective of fire regions,the eastern region is relatively severe,accounting for 28% of the total.According to the monthly distribution of fire accidents,4,827 fires and 10 deaths occurred during the two seasons of winter and spring,66.1% and 71.4% respectively.From the 24-hour distribution statistics of fire accidents,the time period of the fire accidents relatively concentrates on 12-20 pm,accounting for 54.1%,and the number of casualties mainly occurred between 00-04 pm and 20-24 pm,accounting for66.7%.(2)By analyzing the fire service management of rental housing which accounts for 80%of fire high-risk locations,the "three small" place as well as the three kinds of typical industry conduct,it is founded that the common problems in cities and towns mainly are the following four aspects: the implementation of fire safety responsibility ? the left-behind of fire propaganda and education?the lack of fire team building and the backward of fire equipment constructions.(3)Ascertaining the urban fire risk index weight and the risk parameters of quantitativestandard,build the Z city fire risk evaluation system which is composed by four primary index,12 secondary indicators and 39 three-level index.Using four regions of Z city as the basic assessment objects,carry out fire risk classification research,for each object of fire risk assessment indexes,combining risk index method to calculate the comprehensive score of the assessment units,and the evaluation unit of defining the level of risk,determine the western zone,the southern war zone to a lower risk level,the northern theater as medium risk level,the eastern war zone to a higher level of risk.(4)Proposing the fire safety management strategy of "building three big system,creating the five projects,laying solid four foundations".Combined with the fire locations and causes,the author will put forward specific countermeasures in view of the higher risk regions.The dissertation will also use G town as an example to fully certify that all the measures are feasible and effective.
