Research On The Responsibility Of Citizens' Carbon Emission Reduction From The Perspective Of Environmental Ethics

Since reform and opening up, the history of rapid economic development buried deep problems for China's environment, and now these problems caused by the excessive carbon emissions has seriously affected our normal life. With the rapid economic development, the quality of life increasingly improved and consumption level was improved accordingly, but the proportion of residents' carbon emissions also showed a rising trend. In our country, about eighty percent of the consumption of carbon emissions have direct or indirect relationships with residents' life. However, for environmental governance, our country always adopted top-down policy-driven approach. In the public level, the effect is little and the content did not involve in nature Therefore, we not only need to study of how to reduce enterprise carbon emissions, but also need to constantly promote our citizens carbon reduction research, sustained and effective to reduce carbon emissions in China. In the process of atmospheric governance norms of the citizen's individual responsibility, on the one hand, want to have a strong theoretical support; on the other hand, want to have a practical and effective system to promote citizens' carbon emissions responsibility.This article embarks from the perspective of environmental ethics. In the first, theoretical analysis our country civil responsibility to reduce emissions, demonstrates the necessity and feasibility of civic responsibility to reduce emissions. Secondly, on the base of drawing lessons from foreign advanced measures and policies, analyses the defects existing in the our country civil responsibility to reduce emissions. Firstly, analyzes the necessity of our citizen carbon reduction. Secondly,demonstrates the feasibility of civic responsibility to reduce emissions.At the last,emphasizes the practical significance of the civil responsibility to reduce emissions.The fourth part, through the comparative study with foreign citizen carbon emissions responsibility, analyses the deficiency of our country citizen responsibility to reduce emissions. Through the comparative analysis, found the deficiencies in the legal norms,consciousness cultivation encourage mechanism and execution mechanism.The fifth part is the suggestions about the construction of civil liability system of carbon emission reduction.Based on four main principles, we should improve and develop the low carbon product certification system, establish the civil carbon consumption credit system, establish carbon tax system of citizens and so on.
