In today's world,the performance of civil servants work is the focus of the country and its people have been,in order to give full play to the superiority of the socialist democratic government system,at the same time in order to maintain the stability of the national long-term development and people's happiness harmony of life,the party and the government has been exploring the effective ways to improve the level of government services and quality.Civil servants as an important part of government public management operation,as well as government affairs decision makers and practitioners.Hold good civil servant's performance level,to modernize the government governance ability and promote national economic development has a crucial influence.Therefore,in view of the empirical study of performance of civil servants work arises at the historic moment.But,for a long time,and work performance investigation and research is carried out around the traditional enterprise employees.Study of "civil servant" the industry group there is a big gap.Therefore,we need to review the work group civil servants,civil servants was fully psychological capital and work ethic resource,accelerate the establishment standard self-discipline and coordination and orderly high-quality talent team,improve the working value and working efficiency of civil servants,to set up the framework of "service government" building,expanding the functions of the government's economic and social development services,improve the overall efficiency of the government.This study with L city grass-roots civil servants as the research object,combines the actual conditions of our country's historical and cultural traditions,and government work demand,carding the related literature and empirical studies,using the method of questionnaire survey on civil servants work ethic,the relationship between psychological capital and job performance has carried on the thorough analysis.At the same time,using SPSS17.0 and Mplus7.0 survey data for statistical processing,the following conclusions:1.L city civil servants' psychological capital,work ethic and work performance of the data,there exist some differences in the demographic variables,of civil servants work ethic on gender,age,marital status,educational background,there are some differences.Hope,optimism,resilience dimension of psychological capital in gender,age,education level,significant differences on length of service.Job performance clear difference in age,length of service.2.The correlation analysis results show that the civil service industry group's work ethic and work performance closely related to each dimension,a positive correlation.Civil servants working in work ethic variables on the meaning,dedication dedication,positive enterprising,interpersonal harmony,four dimensions positively related with the four dimensions of job performance,civil servants work ethic meaning of ethics,work and dedication to three dimensions of psychological capital has significantly positive correlation.Civil servants in the psychological capital of hope,optimism,resilience of variable dimension score and job performance on the job offer,task performance,interpersonal promote three dimensions exist significant correlation,civil servants' psychological capital and work performance have significant positive correlation between,the higher the psychological capital of the civil servants,civil servants work service ability and the work efficiency is better;3.The psychological capital is a mediating role,work ethic can directly affect the performance of civil servants work,can also pass psychological capital on job performance,namely the psychological capital variable in the civil service professional group work ethic and partial mediation relationship in between is job performance.Finally,according to the analysis of the SPSS17.0 and Mplus7.0 software,this study discuss the further extension,at the same time,aiming at the existing problems and the insufficiency of this research for deep reflection,and puts forward new expectations for future research.Finally through the sorting results of data processing and analysis data,the basic logic relationship between civil servants so as to put forward the ascension work team work ethic level and work performance of countermeasure and the suggestion,this in order to further improve the civil service system with Chinese characteristics,improve efficiency and scientific level,civil servants work for the governance of modern development prospect provides certain reference and reference.
