Civil servants as managers of social and public affairs and public service providers shoulder important social management and service responsibilities. The behavior and mental health level of this professional group will have an important impact on society directly. Scholars will pay more attention to psychology and management fields of study in order to explore the civil servants’mechanism of behavior and the status of psychological health. This study is on the basis of looking back the research literatures, and sampling from shaanxi province authorities at all levels of civil servants. It takes the method of questionnaire survey to discuss the demography variables which affect psychological capital, job burnout and work performance. It takes the method of variance analysis to discuss the relationships among psychological capital, job burnout and work performance. It takes the method of regression analysis to discuss the idea that psychological capital can forecast job burnout and work performance, and the idea that job burnout can forecast work performance, and examine the job burnout’s mediating effect between psychological capital and work performance.The result proves that:1. Civil servants’psychological capital general level is111.69, meaning that psychological capital level is superior. About job burnout, emotional exhaustion is2.11, cynicism is3.92, and inefficacy is1.94, which the overall level of job burnout is inferior. The overall level of performance is4.08, task performance is4.16, and peripheral performance is4.01, which the overall level of performance is superior.2. Each demography variables have some degree of influences on psychological capital, job burnout and work performance, including gender, marital status, age, education, working hours, and position which have significant effects on psychological capital, job burnout, and job performance.3. Civil servants’ relationship among psychological capital, job burnout and work performance as follows:A. Psychological capital and its four dimensions which are self-efficacy, hope, resilience and optimistic, and job burnout whose three dimensions are emotional exhaustion, cynicism and inefficacy have significant negative correlations one another, and psychological capital can forecast job burnout significantly.B. Job burnout whose three dimensions are emotional exhaustion, cynicism and inefficacy, and work performance and its two dimensions which are task performance and peripheral performance have significant positive correlations one another, and job burnout can forecast work performance significantly.C. Psychological capital and its four dimensions which are self-efficacy, hope, resilience and optimistic, and work performance and its two dimensions which are task performance and peripheral performance have significant positive correlations one another, and psychological capital can forecast work performance significantly.D. Psychological capital’s influences on work performance are not direct completely, that job burnout plays partial intermediary role.
