Habermas's procedural normativity thinking is based on his critique of the modern democratic model, the solution to the legalization of the crisis, and the question of his theory of communicative action.In the book "Between Facts and Norms", Habermas raised the question of procedural normativity around the tension between fact and normality. Hastell's normative thinking is centered on the reflection of real democracy and procedural democracy, liberal democracy and republican democracy. Through the analysis of the three concepts of "procedural", "normative" and "procedural normativity", this paper expounds the procedural normativity thinking of Hastelloy. Habermas program normative thinking on the one hand is to adhere to the unity of procedural democracy and substantive democracy, on the other hand is to adhere to the unity of democracy and the rule of law. The unity of procedure and substance is the organic unity of democracy in the process of implementation and content. The unity of democracy and the rule of law is the unity of the facts and norms of democracy. Habermas believes that modern democratic countries, not only to attach importance to the construction of democratic systems, but also to strengthen the rule of law. Habermas proposed the discussion of proceduralist democracy, focusing on the application of negotiation in the theory of democracy.This study is specifically set up three chapters. The first chapter starts from the background of thought formation, laying the foundation for the study through the analysis of some related concepts. The second chapter mainly explains the unity of procedure and normative. Procedural democracy and the unity of democracy and the unity of democracy and the rule of law are procedural and normative unity. The unity of real democracy and procedural democracy is the third democratic model formed by Habermas, after drawing on the strengths of substantive democracy and procedural democracy: the democratic model of proceduralism. Procedural democracy should pay attention to the factual things of democracy, that is, the object of democracy, the value, the subject and other substantive content, but also the establishment of normative democratic procedures, the process of democracy and substantive democracy together. This has formed the unity of democracy and the rule of law under the rule of law, but also embodies the unity of procedure and normative. Liberal democracy argues that human rights are at the core, and republican democracy argues that people's sovereignty is paramount. Habermas reconciled these two theories of democracy, emphasizing both the importance of attaching importance to and protecting the human rights of individuals and the development of democratic practices for the realization of civil rights. The Unity of Democracy and Rule of Law is an Important Embodiment of Habermas' Thought of Ruling by Law. The third chapter is the practice of procedural normativity thinking in daily life. This chapter mainly describes the application of normative thought from three aspects: political life,legal life, social life, and their "talk" and "no negotiation". Habermas's theory of negotiation is of great significance to the construction of democracy and rule of law in our country.
