Research On The Issues Of The Government Purchase Of Public Cultural Services From Social Forces

The government purchases of public cultural services from social forces is a brand-new and revolutionary task,which is of far-reaching significance to effectively mobilize social forces,build a multi-level and multi-mode public services supply system,provide more convenient,rapid,high-quality and efficient public services,accelerate the construction of modern public cultural services system,and fulfill people's needs for public cultural services.In August 2016,Hubei Province released an opinion to guide government purchases of public cultural services from social forces.Over nearly three years of exploration and unremitting efforts,it has further enriched the supply mode and content of public cultural services,improved the efficiency of public cultural services,promoted the transformation of government functions,and accumulated fresh experiences and achieved good results.This paper is divided into seven chapters.The first chapter elaborates the research background and significance,summarizes the research results both at home and abroad,and clarifies the research methods,contents and innovations.The second chapter,starting with public culture,public cultural services and government purchases of public cultural services from social forces,elaborates the relevant concepts of government purchases of public cultural services,the scope of the undertakers and the relevant theoretical basis.The third chapter,taking Hubei Province as an example,sorts out aspects in government purchases of public cultural services from social forces nearly three years such as the laws and policies,undertakers,capital investment,purchasing contents,purchasing methods,evaluation and supervision,and further expounds the practical exploration of government purchases of public cultural services from social forces,as well as the relevant results and typical cases.The fourth chapter first points out the current problems existing in the government purchases of public cultural services in Hubei Province in an objective way and then analyzes the relevant reasons.The fifth chapter,by referring to both domestic and overseas cases of government purchases of public cultural services from social forces,summarizes the beneficial practices of the government purchasing services.The sixth chapter,by aiming at the existing problems and considering the current situation of Hubei Province,puts forward counter-measures and suggestions with reference to domestic and overseas beneficial practices from such aspects as playing the role of the government,putting in place laws and regulations,improving the financial security mechanism,preparing undertakers,initiating innovative modes of services and strengthening supervision and evaluation.The seventh chapter makes a summary of the whole article and looks forward to the prospect and future development of government purchase of public cultural services.The highlight of this paper lies in its comprehensive analysis of current polices and exploration of the paths and methods of policy implementation based on an overall perspective.Thanks to its logic in argumententation,clear-cut elaboration,strong evidences and well-grounded operation,it can help guide governments at different levels to purchase public cultural services.
