China's Empirical Research On Major Emergencies Since The New Century

Enter the new era, the economic develops rapidly, the social life is greatly enriched, and people active in all kinds of ideas. At the same time, the occurrence of major emergencies shows the diversity, complexity and unpredictability of the characteristics. Not only it's economic harm is serious, but also it affects social stability. Major emergencies has become an increasingly important issues which could influent and restrict social progress, it affects the normal production and life of people, and even restrict the development of society. So the Chinese Communist Party as the ruling party, how to solution complex types of major emergency situation is a most important factor to the Party's governance capability and ruling position.In this paper, I use the principle of Marxist dialectical materialism and historical materialism, on the basis of grasping what had been achieved and materials as much as possible, I try to compare the experience of major emergencies between domestic and foreign in the longitudinal and lateral, and then make a lesson. First, we define the major incident, introduce the concept, classification and characteristics of major emergencies, and clarify the significance of the study. Secondly, we analysis the experience of responding major emergencies from domestic and foreign, and then make a horizontal and vertical comparison. At last, we concluded from the comparison and analysis, summarize the lessons learned from responding to major emergencies, in order to strengthen the Party's governance capability.
