Research On The Capability Construction Of Provincial Government In Major Emergencies

Our country is currently in the social transformation and modernization of the critical period,a major incident occurred when the local government must promptly make effective response.With the 2010 Shanghai "11.15" fire case,2011 "7.23" Yong Wen line special major railway traffic accidents and 2015 Tianjin Binhai New Area "8.12" explosion and other major emergencies frequent outbreak,making the people's life order and government credibility Encounter unprecedented challenges.Although the provincial government and means in dealing with major incidents in the more mature,more and more high efficiency,the relevant legal system is being perfected,but it is undeniable that the foundation of our government is weak,at the preliminary stage of development,sudden and major emergencies occur,serious harm and influence the special characteristics of lag,determines the difficulty,our provincial government has faced the complexity.This paper focuses on the study of the provincial government's ability to respond to major emergencies and establish a response mechanism.First of all,the ability construction theory of major emergencies is introduced.Secondly,taking the "8.12" explosion in Tianjin Binhai New Area in 2015 as an example,the paper focuses on the ability of the provincial government to deal with major emergencies.Third,based on the provincial government level,from the early warning,disposal process and reconstruction of these 3 different segments,the establishment of governance mechanisms to enhance the ability to respond to major emergencies.
