Research On The Relationship Between Government And Community In Community Building

The conflict between the government and the community has been in community construction. It is of theoretical and practical significance to straighten out the relationship between the two. On one hand, it enriches governance theory and community development theory and will benefit the formation of new urban community management system of Chinese socialism characters; on the other hand, it will benefit the construction of harmonious community of socialism, speeding up function change of basic-level government and increasing strengthening of community governance ability.By taking Kuiwen District of Weifang City as an example, comprehensively using documentary analysis method, observational method, interviewing method and so on and based on in-depth survey, this paper pointed out the problems in the relationship between government and the community in construction of Kuiwen District community construction from such aspects as the relationship among community, higher Party organizations, sub-district office, functional department, police station. The problem of the government is substantial administrative intervention on community affairs, “acting beyond authority”, “being absent” and “malposition”, etc., backward management method, unsmooth management system; the problems of the community is lacking of self-governance of community, low participation of residents and hysteretic development of non-governmental organization.This paper makes the following positioning of function of the government and the community in community construction: on the one hand, under the grand background of Chinese social management system reform, the positioning of city government in community construction is converting from the past omnipotent government-dominated community development to macro-level guidance of community construction. The transition from government-domination to government-guidance shows the gradual transition of the function of urban government in community construction, followed by the re-positioning of the function of urban government function, which involves transfer of working focus of urban government to community and speeding up change of government function and straightening out the relationship among the government, the market and the community, etc. All in all, it is to weaken governance function, economic function and management function of urban government and strengthen social function and service function. On the one hands, following the rapid development of economy, Chinese social management area has changed a lot, from the nation-dominated mode to nation-society-market guidance mode. As an epitome of society, the community has to adjust function positioning to better adapt to the development of market economy. In summary, as the main body of community construction, all kinds of community organizations, especially community committee, implement all kinds of functions from micro-level. They are in the transition from inaction of community to self-governance of community to gradually realize self management, self education and self service of community residence.This paper thinks that the malposition of the government and the community is the basic reason causing inharmonious relationship between the two. The major reasons causing inharmonious relationship between the government and the society are: the existence of unitary decision-making body, hysteresis of government function transition, weakening of community governance ability and hysteresis of development of non-governmental community organization. Therefore, efforts shall be made in construction of new harmonious relationship between government guidance and community self-governance, which mainly is: construct balanced and reasonable urban community power structure, transit function, build service-based government, improve self-governance ability of the community by taking many measures, actively guide non-government organization development of community, construct and complete self-governance system of community. Following the changing of politics, economy and social environment, the government and the community affect each other and develop together. Only “running in” between the government and the community can form a benignant interaction relationship, i.e. government guiding the development of the community and the community self-governance serves the residence.
