Research On Food Production And Operation Licensing Services Based On E-government

From October 1,2015,"The Law of Food Safety in People's Republic of China" which is newly revised and has implemented formally is the most serious law about food safety in history.Article 35 says,"The State shall practice a licensing system for food producers.Some companies which involved in food production,food sales,and service shall obtain permission in accordance with law".At the same time,the State Pharmaceutical administration implements "The management approach of food production license" and " The management approach of food business license ".Besides,The Article 33 in Administrative Licensing Law says,"Administrative organs shall establish and perfect the relevant systems,the implementation of e-government,administrative licensing items published on the website of the administrative organ,facilitate the applicants to gain more data messages,and these means of administrative license should share some information about the administrative license,so that we can improve efficiency ".With the institutional reform,the depth of function adjustment,licensing " one more card " has become a trend,and an information management administrative license system has become an important part of e-government,in order to improve service levels,the efficiency of administrative and approval,to enhance food safety and effective regulation.This paper uses the method of data analysis,case analysis,comparative analysis and so on,analysis the food business license in Dalian catering industry in-depth.Paper solves the following questions:(1)From the development of food-related licensing,elaborates patterns and characteristics of each stage of food-related licenses,the license status of discourse most regions of the country.(2)From the development of Dalian's catering industry in recent years,discusses the current development of the catering industry.(3)The performance,issues and suggestions to improve the current e-government food business the purposes licensing system of Dalian.The innovation of this article is: For this specific example,Dalian-based e-government food business license system,from the food business licensing and e-government analysis pointed out the disadvantages of the current licensing system,improvement and comprehensive countermeasures.
