Food security is directly related to the social stability and the lives of man.Therefore,the emphasis on food safety has become an important aspect about how to judge social management level and the quality of life.Food safety in catering industries is the basic demand of people's lives,which plays an important role in increasing employment,stimulating consumption,leisure and entertainment and promoting Chinese cuisine culture.With the development of economy and society,food safety problems in catering industries emerge in an endless stream.Therefore,the research and formulation of some supervision models adapted to the development of society and economy become a focus at present.Food safety quantitative grading supervision system of catering units strictly follows the principle of responsibility sharing and adopts dynamic evaluation,quantitative rating and results publication to supervising catering service units.In the process of actual application and promotion,quantitative grading system has many advantages such as scientification,normalization,standardization and so on.It is an active exploration and successful practice of food safety supervision in catering units made by government supervision departments,which deserves further research and promotion.This paper applies the method of case analysis,literature research,comparative analysis and investigation research to conclude the relevant theoretical research on quantitative grading supervision system of food safety.It also analyzes the theoretical research from the perspective of information asymmetry theory,government regulation theory,public governance theory.There are many types of catering industries in L District of Wenzhou.Large amount of micro catering units are widely distributed and scattered.The practitioners of catering units are diversified.Quantitative grades of catering unitis mainly assembles in grade C.The market supervision bureau of L District has formulated a series of reform measures including checking on on-site permission and cross checking.In view of the above-mentioned present situation of quantitative grading supervision of catering industries,this paper finds out five major problems existing in the practical application of quantitative grading supervision in L District of Wenzhou,which are the poor operability of the supervision system,the lack of annual synthetical analysis and systematic research of the supervision system,the single supervision subject and the weak supervision force,the varying qualities of supervisors,and the lack of senses of responsibility of regulatory objects.On the basis of reason analysis and the successful practices at home and abroad,this paper puts forward some suggestions and countermeasures to optimize thequantitative grading supervision in catering industries in L district.This paper believes that it is necessary to strengthen the operability and flexibility of the score table.With the information publicity of the results,the above-mentioned measures will perfect the food safety quantitative grading supervision system in catering industry.In terms of constructing the long-term mechanism of food safety quantitative grading supervision in catering industry,this paper suggests such measures as incorporating quantitative grading supervision system into the law system,combining it with daily law enforcement;integrating it into the project of "Transparent Kitchen",strengthening the third-party supervision and governance in catering industry,and establishing credit archives of the catering industry operators.In addition,this paper suggests improving professional skill and technical support of grass-roots units of Market Supervision Bureau of L District to comprehensively enhance the government's food safety quantitative grading supervision abilities.
