Research On The Construction Of Rural Grassroots Service Party Organization In The New

The rural grass-roots party organization is the foundation of the party work in the countryside, which is also the implementation of the party’s principles and policies. It promotes the reform of rural development, and at the same time, it is the core strength in leading the masses of peasants to construct the socialist new countryside. With the profound changing and reformation of the China’s rural economy and society, and the increasing service needs of the ordinary citizens, the basic work towards the mass people becomes heavier. As a result, the development of rural grassroots party organizations can no longer meet the requirement of the era development, so the party organization at the grass-roots level urgently needs to change their work style, improve their style of work, and view the service as their own conscious pursue and basic responsibility. Meanwhile, they can integrate the management and the service naturally, which is a good way to keep the flesh and blood ties between the party and the people and consolidate the party’s controlling over the organization foundation. Therefore, it is a very important issue towards how to build a service-oriented party organization leading the rural grassroots party construction work, which can make the service become a distinct theme of the construction of rural grassroots party organizations, and promote the leading and core function of the rural grass-roots party organizations in strengthening the public service.Theoretically, the construction of rural grass-roots service party organization inherits and develops the Marx’s ruling party and the ruling resources theory, and equips the party with the characteristic of new times. Practically, it eases the party masses’relations, resolves the contradictions among the people,and further strengthens the fight fortress role of grass-roots party organizations, which highlights the service function of grass-roots party organizations. Under the leadership of the party, all localities have carried out activities to create a service-type grassroots party organizations. Although some achievements have been made, there is still a great distance from the standard of the grass-roots service type party organization. This paper is based on the Marx’s views of masses and Chinese Communists "serving the people" thought, and expounds the theoretical source of rural grass-roots service organization. On this basis, this thesis follows the general method provided by Marx philosophy provides theory, and adheres to "seek truth from facts" principle. It adopts the method of literature research, questionnaire survey, and on-the-spot investigation. Taking Tang Yang Zhen of Dongtai city as a reference point, this article carrys out an empirical research towards the construction of rural service type grass-roots party organizations, and makes an inquiry into the difference between the practice in building rural service type grass-roots party organizations and Party organizations in the service standards. For example, the lack in the service consciousness and service ability of the organization of basic level party, the weakness of the foundation of the service field, and the imperfectness of the service mechanism. Meanwhile, this paper explores the reasons for these problems deeply, both from the subjective reasons, and from the limitations of objective conditions. For instance, from the perspective of the subjective aspects:some of the rural grass-roots party members have a low quality and a weak consciousness. From the viewpoint of the objective aspects: including the weakness of the material foundation, the shortage of funds in the construction, the unreasonable structures of the rural grass-roots party organization, and the influence brought by the traditional basic party organization’s working mode, etc. Aiming at these problems, this paper puts forward some specific measures. For example, to the Party cadres and Party Members, the government can enhance and consolidate their service consciousness and ability through education training. For the grass-roots party organization, it is important for them to improve the grass-roots party organization’s personnel structure, strengthen the building of the service platform, and improve the service mechanism and other measures to intensify the rural grass-roots service function, which furthermore promotes the orderly and healthy development of the construction of rural grass-roots service party. Besides, this article trys to provide reference, which promotes the construction of other relating service types of the grass-roots party organizations, to the local government.
