| Since reform and opening up,China’s economic and social obtained the enormous development,but also had a profound changes.In the new historical period,released from prison staff employment issues gradually.The released prisoners of employment assistance and help released from prison staff to re integrate into society,maintain social stability,has become a problem of concern to all sectors of society.As the realization of the social stability and development,important measures to reduce the unstable factors.In this context,how to effect of personnel employment assistance policy to released from prison were evaluated and adjust the policy according to evaluate the effect,become the subject of this paper.The public policy evaluation theory point of view,in Shanghai,for example,to be released after serving a sentence personnel employment assistance policy effect assessment:First,this paper will draw on the enterprise performance management of 360 degree performance assessment model to determine the four subjects,that policy makers(government departments),performer(counties,streets of grass-roots workers,employment assistance staff and social workers),recipient(released),supporters(absorb from prison and release of obtain employment of personnel of the employer).Second.In this paper,the according to the evaluation index system,according to the principle of reliability and validity formulated complete evaluation schemes,determine the realization of employment,employment preparation participation rate,employment stability,repeated crime rates,monthly income range,master professional skills and satisfaction index.Under the seven indexes,and then set the 14 second level indicators,in order to build a more comprehensive index system.And according to scheme using literature method,questionnaire survey method,interview method,access to needed for evaluation of the survey data.Third,the evaluation process will use the comparative evaluation method and fuzzy comprehensive evaluation method,according to the survey data obtained,to assess the policy,and put forward the corresponding opinions and suggestions according to the evaluation results.Fourth,according to the results of the assessment,the existing released from prison personnel employment assistance policy put forward views and opinions,and puts forward corresponding suggestions and conclusions. |
