| With the continuous development of the market economy,the restructuring of enterprises and the tremendous changes in the social environment have led to an increase in the number of people with employment difficulties,which has brought tremendous pressure on governments at all levels.As one of the most direct means and the most effective measures for employment assistance,the public welfare job policy plays an important role in resolving the pressure of re-employment.However,due to the current non-standardization of public welfare job policies,especially in the process of policy refinement,there is a lack of uniform and strict standards,and they are independent of each other,causing unnecessary contradictions and difficulties for policy implementation.This paper starts with the nature characteristics of public welfare jobs,and focus on the grassroots public welfare personnel which with the most public service nature.Taking the V street in Area A as an example,through questionnaires and interviews,we can further understand the actual situation of employees in grassroots posts.On this basis,from the three aspects of policy target effect,economic cost and social effect,the paper analyzes the actual effect of public welfare job policy at the grassroots level.In this way,we find the shortcomings in the policy itself and the implementation process,explore the causes of the problems,and combine the actual situation of the grassroots to propose some measures,such as perfecting the system standardization,rationally classifying the posts,mobilizing social forces,using the funds stricter,strengthening the mechanisms of training and follow-up service etc,then further improve the current situation and promote job development.By optimizing the policy content,we can make the current public welfare job policy more in line with the reality of grassroots,improve the effect of assistance,enhance the re-employment skills and confidence of personnel,and at the same time make more contributions to social public welfare services. |
