"Angolan Model" Research

Foreign aid was an important part of China's diplomacy.After long-term practice,China insisted on developing assistance to developing countries under the framework of South-South cooperation.China experienced three stages of development.Since the establishment of the China-Africa Cooperation Forum,China's assistance to Africa has been gradually incorporated into the framework of the Forum.Under the institutionalized conditions,China entered a new stage of diversification,multi-field and innovation and won wide attention from African countries and the international community and gradually formed the concept,principle and policy system of foreign aid with Chinese characteristics.In 2002 Angola came into the end of the civil war with the economic decline,the original as a dominant industry of petrochemical also suffered heavy losses.Angola applied to various aid agencies for funds to rebuild its economy,but progressed little because of the accompanying political conditions.China had excellent infrastructure capacity and a lot of capital reserves,China was also in urgent need to develop new energy markets around the world to meet the huge domestic energy demand.Angola had a potential for oil development but lacked the support of capital,technology and talent.In such circumstances,China in 2004 began a package of assistance to Angola,the "Angola model" came into being."Angola model" connotation was the exchange of resources for infrastructure,the specific approach was to Angola's future exploitation of oil as a guarantee,China borrowed loans in advance to help Angola to build the infrastructure needed for economic development.China and Angola signed two agreements totaling US $ 4.5billion,with more than 100 projects in the Angolan model and covered areas such as electricity,water,sanitation,education,communications and public works.The "Angolan model" enabled Angola to develop its own capacity to improve the livelihood of the Angolan people and to guarantee the social stability of Angola.This paper is divided into five chapters.The first chapter combs the historical development process of China's aid to Africa,divides the Chinese aid to Africa into three historical stages.The second chapter describes the background and process of "Angola model".The third chapter discusses the connotation and characteristics of "Angola model",which was related to the specific situation of Sino-Angolancooperation agreement.In chapter four,the "Angola model" infrastructure(transport,public facilities,agricultural development)case project was selected for analysis.Chapter five evaluates from the repercussions,positive impacts and shortcomings of the “Angolan model”.The conclusion is that the "Angola model" is a product of the specific historical situation of China and Angola and is the reasonable result of China's assistance to Africa.At the same time,this paper argues that the Angolan model should be viewed with prudence and rationality,and should not be overstated.
