This essay is aimed at analyzing the concrete manifestation of China’s assistance to Africa through the case of China’s assistance to Angola, from the perspective of China’s own development and a realistic point of the recipient- Angola. The "Angola mode" reflects plenty of innovation in the area of China’s foreign aid, which not only embodies the characteristics of China’s foreign aid policy, but also contains a direct reflection of the different understanding of Chinese aid-to find a new train of thought in the foreign aid area beyond the traditional tied aid. In short, China tends to directly promote economic development in the recipient countries through enhanced economic activity, meanwhile benefits the donors themselves. Traditional donors still generally adhere to the system construction as the basis for economic development, while China concerns about the economic growth itself. Unlike traditional definition in the scope of foreign aid, China’s foreign aid contains a large number of investment and trade and other economic activity. The combination of foreign aid and economic activity implies the close link of government and enterprise. The “ "Angola mode" strongly reflects the thinking model of “government sets up the stage, while enterprise puts in the show”. In a large extent, the foreign aid has transformed from a diplomatic behavior to a business practice.Meanwhile, the "Angola model" has suffered a lot of criticism, which is considered as "neo-colonialism", plundering Africa’s resources and refusing the technology transfer to Africa. China’s aid to Africa itself has some specific operation problem.As the iconic recipient of China’s foreign aid, Angola has transformed from one of the poorest nation to one of the fastest growing economies in the world. Thus, the“Angola mode” has become a general mode of Sino-Africa foreign aid. With the repaid growth of the “Angola mode”, it will, to some extent, complements the existing international aid system and provide a new direction for it.
