The Party Proposal System refers to a rule that the delegates of the CPC put forward proposals, which content concluded within the scope of the party congress, to offer comments and suggestions in a written form during their tenure. The implementation of The Party Proposal System means a dramatic shift of the way that the delegates of the CPC perform their duties:a short-term participation during the party congress into a long-term participation throughout their tenure. This is a corollary of the development of inner-party democracy. Our party has always attached importance to the to the development of inner-party democracy. The 16th National Congress of the CPC emphasized that inner-party democracy is the life of the party, and the party congress is a critical platform for the development of inner-party democracy. As the main body of the party congress activities, the delegates of the CPC are direct participants of inner-party democracy, and whether they function adequately is the key factor affecting the quality of inner-party democracy.Our party has been persisting in the way that make the delegates of the CPC function adequately when the party congress is not in session for many years, and The Tenure System laid out at The 17th National Congress of the CPC is an important practice achievement. After the implementation of The Tenure System, the delegates of the CPC own the identity and responsibility throughout the tenure, which requires them perform their duties in a regular way. The Party Proposal System emerges at a historic moment, as a breakthrough to improve and implement The Tenure System and as a concrete system to guarantee the delegates of the CPC perform their duties in a regular way. The Party Proposal System has experienced a long time from few pilots to being laid out at The 18th National Congress of the CPC and pushed in practice. In this process, a lot of achievements existed as well as problems. From the perspective of development, to strengthen the construction of The Party Proposal System needs to summarize experiences of the pilots, reflect on the problems and think of the solutions constantly.Based on this principal, this paper using a combination of theoretical and practical method to analyze the theoretical basis, practical significance and developing process of The Party Proposal System, that makes a comprehensive capture of the history and reality of The Party Proposal System. Take the pilot in Yingjing County, Ya'an City as a case, analyzes the present situation and restricting factors, and then explores the feasible way to improve the The Party Proposal System.Specifically, this paper Can be divided into following sections. The first section introduces the idea and general situation of this paper, such as the reason, significance, present situation, the research target, the key problems, the research methods and innovations. The second section expounds the concept connotation, theoretical basis and policy basis, which is to further the study of The Party Proposal System. The third section emphasizes the significance of improving The Party Proposal System on the basis of a preliminary understanding of this system. The fourth section introduces the development history of The Party Proposal System from a historical perspective, mainly divides it into two decades in the Non Tenure System and Tenure System, and summarizes experiences in practice. The fifth section takes the pilot in Yingjing County, Ya'an City as a breakthrough, analyzes the main restricting factors in the development of The Party Proposal System. The sixth section puts forward reasonable suggestions to improve The Party Proposal System on the basis of above research. The last section makes a comprehensive summary of this paper and sets aside space for further thinking.
