As is well known, the recruitment of civil servants has been a very popular topic. As a choice of occupation, civil servants are highly favored. However, while most people put their eyes on the entry threshold of the civil servants career, the occupation development after entering the civil servants group is often neglected. Civil servant has its own profession particularity, but with the progress of the times, it also has generality with other occupations. The present situation of Chinese civil servants development and the changes of external environment are determined that Chinese civil servants must take the road of Professionalization. This is not only helpful to promote the growth and development of civil servants individuals, but also conducive to improving the overall efficiency of the government's work. According to the authority figures given by the Ministry of human recourse and social security in May 2016, as of December 2015, there are more than 7million civil servants in China, and this number of civil servants are working at grass-roots level. Those civil servants at grass-roots level who accounted for 60% of the total number of civil servants, are the main body of China's civil servants, they take root in the grassroots, they are the public authority who are the more close to the masses, and have profound impact in Chinese grass-roots governance. Due to the restriction of the work unit level, administrative establishment, positions or qualification, the occupation development channel of civil servants at grass-roots level is very distress. How to plan and manage the occupation development of civil servants at grass-roots level reasonable and systematic has become a problem which need to be urgently faced with.This paper is based on carefully reading both domestic and foreign documents about civil servants occupation development, combing the development of civil servants occupation related problems carefully, and combined with the author's practical work experience. Combining theory and practice, we pick up the grass-roots civil servants from Wuhua District, Kunming City as our objects of empirical research. According to the current situation of the development of civil servants occupation of Wuhua District, Kunming City, this paper analyzed the limitations and contradictions in the development of grass-roots civil servants occupation under the previous system. Combined with a series of reform measures recently which have influence on the development of grass-roots civil servants occupation, this paper analyzed the problems basic level civil servants occupation development and Reform under the dynamic, then put forward the corresponding countermeasures and suggestions from different angles.Through empirical research on issues related to the grass-roots civil servants occupation development, we hope this paper could be able to enrich the occupation development theory furtherly, and provide the reference for the human resources management of government department. Meanwhile, we hope to provide some guidance for the occupation development of civil servants individuals, then to achieve the mutual development of both organizations and individuals.
