Research On County-level Government Capacity In The Process Of New Urbanization

Urbanization is the only way to accomplish the modernization of China. In the course of national new-type urbanization promotion, many things require the government's leadership; such as how to promote the development of urban-rural integration? How to optimize the formation and distribution of urban places? How to improve the city sustainable development ability? And how to conduct the registration of rural migrant workers to become permanent urban residents? Thus, effectively and scientifically exert local governments'capacity is an important guarantee for the healthy development and successful completion of the new-type urbanization in China.As an important type of local government, county-level government is the direct implementer of the new-type urbanization in our country. Moreover the county-level government capacity is also a significant part of our national government capacity. The healthy development of county economy is the foundation of well sate affairs administering and national security insurance. New-type urbanization and social county economy are interdependent and mutually reinforcing. On the one hand the implementation of the national new-type urbanization may contribute to the development of county economy and society; and on the other hand develop a successful county economy and society as well as county society helps to advance the implementation of the new-type urbanization. Decent county-level government capacity is the insurance of the fostering process of new-type urbanization and county social economy. In the process of the new-type urbanization, there still exist some problems and deficiencies in the government capacity of our county-level government. These problems and deficiencies are gradually becoming the obstacle to the development of county social economy and the implementation of the new urbanization strategy. A lot of work has been done to further improve the government capacity of county-level government, the development of county social economy and the implementation of national new-type urbanization. This thesis mainly deals with two issues which inhere in the process of county-level government's adaption to the development of the new-type urbanization's requirement. To be specific, these issues are how to perfect the construction of government's own ability and how to guarantee the government capacity to be effectually elaborate. As for county-level government, these works are beneficial to the deepening of county-level administrative institutions'reform, the transformation of government function and the improvement of county social governance ability.According to the empirical study on the capacity of F county government in the process of the new-type urbanization, this thesis identifies the existence of five major deficiencies. Firstly, the government crisis management ability is insufficient; secondly, the government response ability is insufficient; thirdly, the government civil servants' executive ability is insufficient; fourthly, the government's ability is insufficient in preventing the corruptions; fifthly, the government public service ability is insufficient. And the corresponding countermeasures and suggestions are put forward to solve these problems. Firstly, it is necessary to strengthen the institutional construction and advance the government's ability on social crisis management; secondly, it is important to enhance the government response mechanism and improve the ability of government response; thirdly, it is essential to cultivate civil servants'abilities and improve their administrative implementation capacity; fourthly, it is significant to Strengthen the supervision and control of government departments to improve the ability of the government to prevent corruption; fifthly, it is needed to clarify government responsibility and improve the social participation mechanism as well as the government public service capability.Owning to the existence of possible commonalities between county-level governments throughout the country, F county and other County-level governments' government capacity may be consonant with each other in the process of new-type urbanization practice situation. According to this circumstance, the empirical study of F county in this thesis could provide some references for the other county-level governments'government capacity in the process of new-type urbanization in our Country.
