Research On Public Safety Management Of Shenyang Taoxian Airport

Shenyang Airport Authority because of the particularity of public transport services,undertake the industry management and part of the public management functions,including the civil air transport,road transport,public security traffic management,airport environmental protection and planning work,if not properly exercise these functions,do a good job of civil aviation security,may trigger group incidents tourists and local residents,and even lead to civil aviation transportation accident.How to carry out the public security management effectively,prevent some unsafe and unstable factors lead to public safety in Shenyang civil aviation airport,will reduce the adverse effects to a minimum,to maintain a good stability of the airport public transport order,has become a civil aviation airport management agency is currently urgent task.At the same time,due to historical reasons,the civil aviation airport as governing departments of the State Council,the local government and the territorial compartmentalization belong to different administrative relationship,this model has a direct impact on the information communication and coordination efficiency.In the current ownership of local government management,how to effectively promote the coordination of civil aviation airport and local government cooperation,integration of various resources,to ensure the safe and effective management of the airport smoothly,the direction of this paper is to illustrate the theme.Public security management of Shenyang airport have accountability is not clear,the safety management system(SMS)data and audit problems,publicity is not in place the relevant departments to strengthen the linkage,the lack of public crisis warning,the phenomenon of lack of experience to deal with sudden incidents,these problems greatly reduced the public security management work efficiency of airport,affect Sheyang Taoxian Airport in front of the public’s overall image.This paper makes a systematic study of the crisis from the perspective of public management,involving management subject,management methods,management objectives,management and other aspects,throughout the whole process of safety management,provide a reliable theoretical basis for safety management of emergency at the exhibition.
