The performance of government departments has always been a concern.With the development of new public management,how to take measures to effectively judge the performance of the government.In order to improve the effectiveness and efficiency of the government to provide public services,be placed in front of our government is an urgent task and challenge.Shanghai social insurance management center is to provide social insurance services of the foreign government agencies,which provide services and public pension,medical,unemployment,work injury and maternity interests are closely linked,so the social security center's management level is directly related to the public satisfaction of government departments,and through the research on performance management of social security in the center,the hope can fundamentally improve the management level,improve the efficiency of the staff,so that the governme nt can better serve the society.At present,the Shanghai city social security center,the performance evaluation of performance management is still in the initial exploration stage,has not formed a systematic evaluation system.This paper starts from the literature,performance evaluation of domestic and foreign research status and progress of research on the government performance evaluation summary,found that the current government departments and research based on the theory of KPI performance evaluation system is not very rich,I hope the performance evaluation method based on KPI theory applied to the social security center for the management of staff the performance evaluation of social security center,more practical.With the Shanghai social sec urity center Changning branch as the research object,in-depth study of the performance management of the unit implementation,through leadership interviews,and to explore the existing management rules,understand the current problems of social security center,and the performance evaluation system in the analysis of the problems.Through the study of the implementation of the performance evaluation of civil servants in the United States,to find out China's national conditions,suitable for China's Government Performance Evaluation in some of the experience.Finally,combining with the current situation of social security center,based on the decomposition of the overall strategy of social security center,according to the evaluation index of each department,according to each different job responsibilities,to implement the evaluation index of each employee is different,is designed according to the three key performance indicator,make employees more clear the contents of their work the duty.And the whole evaluation system is put forward.It is hoped that this study will prompt the government departments to pay more attention to the role of performance evaluation in the management of government departments,and can play a reference role in the manageme nt of government departments.
