The one-child policy has made remarkable achievements as one of our fundamental national policies,curbed the rapid growth of China's population situation.With the development of social economy and the change of China's national conditions,the problem of "low birthrate" and "aging" caused by the low fertility rate is becoming more and more prominent.To deal with these problems,the Fifth Plenary Session of the eighth decided to fully implement the policy that a couple can bear two children,commonly known as the "universal two-child policy".As the main body of the universal two-child policy,women are directly related to the expected effect of this policy.As a part of public human resources,they play a key role in local construction and social economy development.However,in the current situation,most female public officials at the basic level are in a disadvantaged competitive position compared with men in their career development,The potential impact of the implementation of the universal two-child policy,exacerbate the female public officials at the basic level in their bumpy and tortuous career development.Therefore,it is necessary to explore the career development dilemma of the female public officials at the basic level to be faced under the universal two-child policy,to find an effective way to solve the problem,to eliminate the barriers of career development,it has become an issue that needs to be solved urgently about the career development of the female public officials and scientific personnel management.The essay will take the female public officials in Jiangkou County as the object of study,the survey covers 2 streets,6 towns and 2 townships in Jiangkou County.Using questionnaire and semi-structured interview to obtain fresh first-hand data.I believe that the plight of female public officials at the basic level career development under the universal two-child policy includes:career interruption prolonged.?work-family balance problems is more prominent?career growth limited?employment gender preference enhanced.This article analyzes the causes and tries to put forward measures and suggestions from the government level,the organization level,the social level,the individual and the family level to promote the career development of the female public officials at the basic level and the scientific management of public human resources.
