| The governance of the over-limit and overload problem of light truck is the top priority in the current transportation governance.The hazards caused by road freight overrun and overload are not only in the field of transportation,but also involve many aspects of society,which is a very serious social governance problem.It has brought serious and catastrophic damage to the transportation facilities in our country.The traffic accidents caused by overload greatly endanger the safety of people’s lives and property,and seriously disrupt the order of our country’s automobile production and sales market and cargo transportation market.The control of over-limit and overload of road freight in my country began in the late 1980 s.the overload problem of medium and heavy goods vehicles has been improved obviously.However,the problem of over-limit and overload of light trucks has been very serious in recent years,and its governance should not be delayed.In this paper,light truck over-limit and overload problem as the research object,using literature research method,case analysis method,system research method as the research tool,comprehensive over-limit and overload management of the three stages of the main means: The weight-based toll model of road fines and post-compensation strengthens the “blocking” method of vehicle registration and inspection,which focuses on administrative penalties,to study the deficiencies of governance.Based on the case study of the “9.22”major road traffic accident in Huashi Town,Xiangtan County,this paper sums up five reasons for the over-limit and overload problem of light truck by using the theory of rational choice: the overload phenomenon of light truck is caused by the interests of the transportation industry,and the overload phenomenon of light truck is aggravated by the manufacturers in order to cater to the buyers’ production and sales of “large-ton and small-standard”vehicles.There are many problems in the process of vehicle registration,such as the inconsistency of light truck overrun and overload identification standards and city entry standards,and the weak governance force,which makes it difficult to curb the overrun and overload problem.This article conducts a comprehensive and systematic analysis of the reasons from the perspective of polycentric theory,and summarizes five effective countermeasure solve the overrun and overload problem of light truck.It is considered that: the first problem to be solved is to improve the overall quality standards of light truck;the second is to strengthen the supervision and management of the registration of light truck;the third is to unify the over-limit and overload approval standards of road freight,and implement them strictly;the fourth is to jointly manage the source of goods,the self-employed transport operators and the users of goods;the fifth is to increase and make full use of judicial means to govern the various subjects.Each subject is an important part of the over-limit and overload management.The lack of one aspect will cause the over-limit and overload management of light truck to fail to form an effective mechanism. |
