Research On Government Performance Management Of Yingkou Bayuquan District

Local government performance management as a new model of administrative management,to improve local government executive ability and credibility,deepen the reform of the administrative system,accelerate the transformation of local government functions and management innovation and the construction of service government,responsibility government,legal government,honest government has important significance.In recent years,the state to accelerate the construction of local government performance management system,the Party Central Committee,the State Council leaders have repeatedly put forward specific requirements on the performance management of local government.China is in a critical period of accelerated development,the arduous task of reform,which is to strengthen local government's own construction and promote local government management innovation put forward higher requirements.Over the years,we in the transformation of government functions with respect to do a lot of work,local government performance management has gradually improved,however,are still a lot of problems:local governments and their departments still tube many not the tube,tube is not good,indistinction between the functions of the problem more prominent,some local goverrnments and departments are directly intervene in their micro economic activities;some local government departments divorce between powers and responsibilities,power without responsibility,out of the question no one is responsible for;something by the local government of the pipe not or no control,market supervision and social management system is not perfect,public service is relatively weak.At the same time,the local government performance management problems also have a negative impact on the economic and social development,resulting in the local government functions are not perfect,not completely.Therefore,to explore the accord with the basic national conditions of China's local government performance management model has become the people need,there is the inevitable trend of the development of the times.The research of this paper is based on the performance management of Bayuquan District of Yingkou city as the object,the problem is how to establish the system mechanism of performance management effectively.In content.At first this paper introduces theory of reinventing government,government total quality management,management by objectives,clear the local government performance evaluation of coverage;on the basis of Yingkou City Bayuquan District government performance management status and existing problems of research,and in reference to the basis of domestic and foreign government performance management successful experience,finally proposed to promote the local government performance management reform and development of relevant countermeasures and suggestions,and construct the performance evaluation index system.
