With the vigorous development of public administration theory,performance evalution has been widely used and studied as a key tool to optimize the political environment and reduce the cost of governance.In many Western countries,based on the strengthening of the sense of ownership of their own citizens and the strengthening of government correction costs,most of them have established performance appraisal systems with performance appraisal as the core.However,China's research on the performance evaluation of civil servants,especially grass-roots civil servants,is relatively late.At the same time,it lacks a systematic and comprehensive practice assessment.However,performance appraisal has become a new focus of social attention in recent years,and the related target responsibility system is also advancing.Performance appraisal system For the government,the internal impetus for its development is at the same time the external thrust of the development of the civil service organizations,to a certain extent,it can promote the sustainable development of grassroots civil service organizations.In the context of the promulgation of the latest Civil Servant Law,this article conducts a systematic study of the civil servant evaluation system at the base of the Bayuquan District of Yingkou City,analyzes the major problems,and draws on the experiences of foreign civil servants in assessing the basic national conditions of China.At the same time,it put forward some opinions and suggestions on the civil servant assessment system in Bayuquan District of Yingkou City.The specific chapters are organized as follows:The first part is the introduction.This part mainly introduces the research background and significance of this thesis,reviews the domestic and foreign relevant literature on the performance appraisal of civil servants;the second part is the current situation of the civil servant performance appraisal system in Bayuquan District of Yingkou City.This section mainly introduces the status quo of the performance appraisal system for civil servants at base level in Bayuquan District of Yingkou City,and the related performance appraisal system.Based on the relevant performance appraisal theories,a questionnaire for the performance appraisal of civil servants in the basement of Yingkou City in the Yingkou City was designed.The results of the questionnaires were summed up,and the problems existing in the performance appraisal system for the civil servants in the area were analyzed.The third part is the civil servants in the Bayuquan District of Yingkou City.Problems in the appraisal system and analysis of the causes.The paper analyzes the problems and causes of the performance appraisal system of the grass-roots civil servants in the Yinkou Bayuquan District from both subjective and objective perspectives.Based on the comprehensive analysis,it lays a foundation for formulating the policy recommendations for an appropriate grassroots civil servant assessment system;The fourth part is to improve the evaluation system for civil servants in Bayuquan District of Yingkou City.We will study countermeasures from the four aspects of properly understanding the civil service appraisal system,detailing appraisal rules,clarifying appraisal indicators,and perfecting the appraisal and incentive mechanism to provide more practical countermeasures for the improvement of the basic civil servant appraisal system in Bayuquan District of Yingkou City.
