Recently,freeway system of our country has been more and more important in transportation.It has been constantly improved with length growing rapidly.High speed,drivers' error and adverse weather factors make traffic accident happen frequently,causing casualties and different levels of traffic congestions.Therefore,research on traffic accident rescue path planning and emergency management-control decision is very necessary.The main work of this paper is as follows:First of all,factors which have great influence on path planning are analyzed to establish models for busy-time traffic impedance and spare–time traffic impedance,taking different road types(freeway and urban road around it)and characteristics into consideration.Secondly,analytic hierarchy process(AHP)is used to determine the weight of various factors,and an improved Dijkstra algorithm is used to solve the path planning problem.And then,according to the theory of scenario analysis,scenario knowledge representation,scenario network building,and scenario inference for freeway traffic accident are completed to get the evolution path and the joint probability of each accident scenario,which gives the decision-maker more adequate basis on emergency management and control.Finally,the validity of optimal rescue path planning and the validity of managementcontrol decision based on scenario analysis are verified through the case.Research work above has the following innovations:(1)Traffic impedance models for busy-time and spare time are established,taking the demands and characteristics of accident rescue into account while taking freeway and urban road around it as a local road network to make models more adaptive and targeted;(2)An improved Dijkstra algorithm which makes it possible to search real-time traffic flow data is proposed to add real-time searching capability to path planning.(3)An emergency decision-making model based on scenario analysis is proposed.Scenario analysis on freeway traffic accident makes it possible to convert "predict-decision" mode into "scene-decision",and effectively serve the implementation of rescue path.
