The Problem Of The Unique Advantages Of The Party Organizations Of State-owned Enterprises And Their Countermeasures

As a primary Party organization of CPC,CPC organizations in SOE shall insist and full play CPC's unique advantages and embody such unique advantages with its political core status.In the new circumstances of reform of SOE,it is of great significant to insist and full play such advantages.This paper focuses on unique advantages of CPC organizations in SOE as its subject.With the study methods of systematic analysis and empirical research,this paper puts forward the problems and countermeasures.This paper is composed of sections as below.The first part analyses the scientific connotation of the unique advantages of the party organization in SOE,which is the reflection and extension of the Party's unique advantages in SOE,and which includes theoretical advantages,organizational advantage,political advantage,institutional advantage and the advantage of close ties with the masses.The second part sketches out the significant of playing such advantages.Exercising such unique advantages is the integral requirement to uphold and improve CPC's leadership,essential assurance to enterprises reform,effective way to function corporate governance mechanism.The third part summarizes the results has been achieved in exercising each unique advantages which have complementary advantages with modern enterprises system.The forth part on the basis of sorting out and analyzing the inspect tour to SOEs,put forward the problems in organizational advantage,political advantage and institutional advantage and their reasons.The fifth part puts forward the approach of improving the playing of advantages aiming at the courses of problems.The Party organization in SOE shall improve constructions of organizations according to the requirements of CPC's unique advantages,explore mechanisms for participating corporation ruling and perfect the construction of the systematization for participating corporation ruling and management.
