On The "fracture" Of The Government Policy Implementation Chain And Its Consequences

This paper argues that China's food safety problems are high incidence,the fundamental reason is the "fault zone",which is in the implementation of food safety regulatory policy chain.That is,in the implementation of food safety regulatory policy,due to the level of government departments,food-related enterprises and food consumers between the interests of the game.In the policy implementation deviated from the original design concept,a "fracture" has happened.After the policy came through these "fracture",the formation of a policy with the original policy of different"fracture zones",these "fracture zones" triggered a food safety regulatory policy to a certain extent,failure,eventually leading to food safety incidents.Domestic and foreign scholars have made correlation analysis on the food safety and food regulatory policy system.Multiple levels on a large number of pioneer studies have been made in the fields of macro and micro,technology and systems,government and market,production and management of the main body and consumers and other angles.According to the problems in the implementation of food safety supervision policy,this paper adopts the new public management theory and the government function theory as the theoretical support,then uses the methods of literature analysis,questionnaire survey and interview to study the food safety management.Taking the implementation of the chain of regulatory policy as an example,in-depth discussion of the policy implementation of the chain "fracture" mechanism on food safety issues.Based on the data and research results,this paper analyzes the current situation of the implementation of China's food business supervision policy,discusses the root causes for the chain of the implementation to the policy,and puts forward the feasible countermeasures for bridging the "fracture zones" of China's policy implementation chain.
