A Study Of Policy Agendas For Avoiding Conflicts In The Field Of Multi-source Flow Theory

In modern society,the social problems that our country and government facing are no longer simple,basically stable problems,but various correlated and mutually staggered problems which are increasingly professional.At the same time,what the public concern about and interested in are no longer abstract principles or ideas,but public issues which are closely related to their own interests.While the essential precondition to solve the social problems is to come into the policy agenda,that is to say,the set of policy agenda is an important part and necessary stage in the process of policy.As the first step in the formation of public policy,policy agenda setting has played a quite important role in making public policy.Therefore,this paper will explain the NIMBY conflict is a kind of public events.Since these problems are directly related to the improvement of their own conditions,public awareness about these issues is growing with each passing day.In order to effectively solve the problem of social stability,it is necessary to raise the social problems to the policy issues,and finally into the agenda stage,put forward the corresponding countermeasures.In the process of setting up the policy agenda of the conflict avoidance,this paper selects the Multiple-Streams theory,which has strong explanatory power on the policy agenda setting,and takes it as the research foundation.First of all,based on the domestic and foreign scholars on the basis of the research,this paper summarizes the relevant content of the theory of NIMBY conflict,policy agenda and the theory of multiple streams;Secondly,in the condition of the gradual seriousness of NIMBY conflict,the substantial reserve of policy agenda and the conspicuous existence of political support stressed by Multiple-Streams model,and so on,the goal of NIMBY conflict into policy agenda is not achieved,and it still has some shortcomings in the setting process of the application of our NIMBY conflict policy agenda.Finally,on the basis of the problems existing in the agenda setting of our NIMBY conflict policy agenda,this paper puts forward some measures to improve the policy agenda setting.From the Multiple-Streams theory,this paper analyzes the policy agenda of our country's conflict avoidance,which is helpful to solve the dilemma of our country's facilities construction,and provides a new way to solve this kind of group events.And this paper puts forward proposals for improvement of our policy agenda setting on the basis of that.
