The rapid development of Internet, bring convenience to the life at the same timealso changed the pattern of life, economic, political, cultural, social and otheraspects.The Internet shortens the distance between people, also shortened the distanceof the ruling party and civil.In politics. As a kind of media, the Internet has an influenceon the way of political transmission, and a huge number of online citizens forming ahuge force affects the contemporary Chinese public policy process-making,especiallythe policy agenda.It deepens the interaction between citizens and government,enlarging the citizen involvement in breadth and depth.Citizen’s Internet involvementbecome an ordinary state, and produces in a certain context.Citizen’s Internetinvolvement in traditional way of secrecy and the effect is not good, and the rulingparty’s right idea continually pushes the development of network for Citizen’s Internetinvolvement.It has fostered a good political environment.The development ofknowledge economy and network economy, improved the ability of citizen participation,also changed the way of citizen involvement, the development of Internet technology isthe basis of the Citizen’s Internet Involvement.The network involvement become a partof life as the further development of the network political culture.The vigorousdevelopment of non-governmental organizations make the Internet involvementdevelop.A growing number of citizens and social organizations use the Internet forinvolving political, to express their demands, and promote the policy problem definedand promote the policy into the government agenda.Professor Kim’s thinks policy agenda building is a stream joining with problemstreams,policy streams and political streams when the window of the policy opens, thendefines policy issues and promote the policy agenda building.Based on Kim’smultiple-streams theory model,this article analysis the citizen’s involve policy agendato build this problem, research network in the Internet. respectively, citizen’s participateto look for the problems in the problem streams,policy streams and political streams to find how the three streams coupling, to discusses in the network to participate in thethree origin construction is how to promote the policy agenda.This article mainlyanalyzes multiple-streams of theory and the inner mechanism of the citizen’s Internetinvolvement of policy agenda, found that the citizen network participation in theprocess of policy agenda how to build the problem.The vigorous development ofnon-governmental organizations make the network involved in the power of growing.Agrowing number of citizens and social organizations use the Internet for politicalparticipation, to express their demands, promoting policy problem definition and policyinto the government agenda.Citizen’s Internet involvement is not a new phenomenon, it has developed for morethan ten years and the scale of Chinese Citizen’s Internet involvement the network hasbecome one of highest in the world. Therefore, we must put the citizen’s Internetinvolvement into policy agenda.With the development of Internet technology, wefirmly believe that citizens, government, mass media and social organizations makeefforts together,the level of democratization in China will be further developed andrealize the process to make democratic,scientific and reasonable decisions.
