Research On The Rule Of Law In Community Governance Under The Background Of Comprehensive Administration Of The Country According To Law

The decision of the Communist Party of China Central Committee on major issues pertaining to comprehensively promoting the rule of law that passed in The Fourth Plenary Session of the 8th CPC Central Committee pointed out that China should promote the rule of law comprehensively and the fundamental and focus works are at the grassroots level.As the most basic unit and content of the social organism,the community needs to carry on the exploration and practice of the rule of law in the process of its own development:establish the rule of law thinking,cultivate the rule of law consciousness,persist in the rule of law,The concept of the rule of law,to create a community atmosphere of the rule of law,the construction of community governance order,strengthen the rule of law rules,innovative community governance model to solve common problems in the community,comprehensively promote the work of the rule of law solid work to better promote the community economy,Cultural development,improve the living standards of community residents and promote community governance model innovation.The purpose of this thesis is to address the concern about the community governance legalization under the background of the rule of law,by using the literature methodcomparative analysis as well as case analysis from the perspective of the comprehensively implement rule of law.First of all,the thesis clarifies the concepts of the community governance legalization as well as comprehensively implement the rule of law,and describes the relationship between the two concepts.Secondly,this thesis begins with five aspects,from community party organization?community self-governing organization?community for-profit organization?community social organization to residents participation in the community governance legalization,to face up to the community governance legalization problems and clearly points out these problems by analyzing the process of community governance legalization on the basis of the affirmation of the current results during this process.Then,it is conducted that the influence of "rule of man"as well as "official standard"?the imperfect legal system?untimely conversion of residents role during community transition period and the shortage of the community governance legalization resource are the reasons to cause these problems.Finally,on the basis of the comprehensively implement the rule of law,the thesis presents that the government must implement principles of pluralism?fairness and human-oriented in the community governance legalization process with the guidance of comprehensively implement the rule of law.Therefore,if we want to speed up the development of the community governance legalization,we will reach the consensus on rule of law,legal thinking,leadership of law and law investment etc.to implement community governance legalization scientifically and effectively.Based on the research methods and ideas above,this thesis systematically studies the theoretical and practical path of the community governance legalization under the background of comprehensively implement rule of law,which is conducive to enriching the theoretical system of community governance and exploring the realistic way to achieve the rule of law.
