Study On Problems And Optimization Path Of Deliberative Governance In Urban Community

Socialist consultative democracy is an important form of people?s democracy.The Third Plenary Session of the 18 th Central Committee of the CPC pointed out that consultative democracy should be developed in a broad,multi-level and systematic way.Socialist deliberative democracy which has roots,activation and vitality in China,enriches democratic forms,broadens the channels of democracy,deepens the connotation of democracy.For social governance,socialist deliberative democracy provides a platform for grasping social situation and public opinion,consulting with all parties.It asks for advice,policy and needs from the people,guarantees the participation right of the grassroots people,makes decision more scientific,makes democracy at the social level have substantive core.Supported by policy orientation and theoretical research,various forms of deliberative democracy practice from the central government to the local government have emerged,especially in urban and rural communities Representative deliberative democracies such as the Tongling model and the Kong Hon model have emerged.Xuzhou Yunlong District has responded positively to the call and started to explore the practice of grass-roots consultative democracy in 2015.As the first batch of pilot units,the lvdibei community completes effect design of practice and achieves good results.To understand specific practices of deliberative democracy in urban community,based on the theory of socialist deliberative democracy,this paper takes the lvdibei community in Yunlong District,Xuzhou as an example,and uses the methods of case analysis,interview and questionnaire survey to analyze the practical exploration and main problems,put forward the construction path of urban community consultation governance.The lvdibei community takes consultative democratic conference as a mode and has innovation and feasibility in main body,issues,forms.It has the good function of arousing the participation enthusiasm,promoting the resident happy feeling,reducing the community work resistance,promoting the consultative culture to take root,radiation to drive the peripheral area.However,because of lack of interaction mechanism,weak foundation of autonomy,imperfect embedding mechanism,there are still some problems,such as the lack of representation and coverage of subjects,the imperfect mechanism of issues,the tendency of administration in process setting,and the lack of completeness of system.These problems are the general difficulties of deliberative democracy in urban communities.Some actions should be taken in main body,issues,forms,process,rules andenvironment,in order to promote the development of deliberative democracy in urban community and lay a solid foundation for promoting the modernization of grass-roots governance system and capacity.There are 2 diagrams,15 tables and 98 references in this paper.
