Study On The Agricultural Administrative Function Of Local Government

Since the 20 th century,China's economic and social development achievements are obvious,but on the whole,the level of agricultural development is not high enough,the process of agricultural modernization is not fast enough.Today,China is in the strategic development opportunities,accelerating economic and social development is a top priority,at the same time,in order to better and faster development,the key is to combine the local government to transform the actual government functions,so that China's current economic development adapt to the promotion of China's agricultural modernization and socialist modernization.There are still some factors restricting economic and social development in agricultural administration,and it is imperative to change the functions of government agricultural administration.In this study,the reform of agricultural system in Huaihua City is taken as an example,and the suggestions and countermeasures are put forward for the transformation of agricultural administrative functions in China.Firstly,the meaning and background of the topic are expounded,and the connotation of the function of agricultural administration is defined.Secondly,on the basis of the comparative analysis of the agricultural administrative functions of some western developed countries,this paper puts forward the enlightenment to the change of agricultural administrative functions in China.Thirdly,it analyzes the process and development status of agricultural administrative function in Huaihua City,and points out the existing problems in Huaihua agricultural administrative system.By analyzing the functional evolution process and the development situation of Huaihua agricultural administrative department,it points out the problems of the function of Huaihua agricultural administration:the confusion of grass-roots organizational function,staff enthusiasm is not high,personnel structure is unreasonable,the working environment is poor,outdated equipment,and it makes analysis of the existing problem.Finally,in view of our country's agricultural administrative functions,it puts forward several available suggestions: improving the construction of agricultural service system,perfecting the relevant laws and regulations,strengthening the centralized and unified management,clearing responsibilities,strengthening the agricultural integration mechanism of team building and increasing financial support.
