The Theoretical Basis Of China's National Governance Modernization

The modernization of the state governance system and governance capacity,which released in the third Plenary Session of the 18th CPC Central Committee,is an integral part of the overall target of deepening reform.The basic goal of this thesis is to discuss and to study the modernization of national governance from the theoretical level.This preliminary study and research is composed of the following three parts:The first part(Chapter 1 to 3)focuses on three traditional "Governance",which plays an important influence on Governance in contemporary China:China ancient"governance" tradition,modern west "governance" tradition,and classical Marx's"governance".The so-called "Governance" tradition mentioned above is not"Government",but "governing the country",said by President Xi-Jinping,reviewing the basic idea and important experience of the three "Governance" tradition.Among them,the target which China ancient "governance" focusing on,mainly includes the concept "kingcraft" that explicated by various factions of competition,the political structure that interact between feudalism and province,the main channels of imperial examination system and political participation,and the governance mode of paying importance to agriculture and anti-commerce etc.;the western traditional"governance" focuses on these targets,including the western bourgeois enlightenments and political revolution theories,which established "freedom,democracy,equality,republic" and other basic political idea,the internal balance mechanism,which consisted by competitive political party and elections,modern industry and market economy system,and the international political structure mixed competitions among nation states;The objects which classical Marx doctrine"governance" focuses on,are including Marx's communism and socialism,differentiation of Marx concept of human social development stages,the idea of proletarian revolution and the proletarian dictatorship,Lenin's socialist revolution and construction practice experiences,etc.The second part(chapter 4)summarizes the basic ideas,theories and strategic planning in contemporary China,especially President Xi Jinping's "Governance of China".First of all,It is focused on the basis of the concept of national governance system and governance capacity and modernization of governance,the relationship between the modernization of governance and the development of the basic system of socialism,the relationship between "Five development concept","Five in one" overall layout,"the four overall strategic layout" and the modernization of governance,etc.Secondly,it discuss the relationships and differences between the three"governance" tradition mentioned in the first part and national governance modernization in contemporary China,in order to clarify Chinese organic integration of the three major components of traditional "governance".The third part(chapter 5)makes a brief analysis of the key and difficult problems in the process of the modernization of the governance in contemporary China.These problems Include "the organic unity of leadership of the Party,people in power and the rule of law" in political governance,relationship of "government and market",relationship between economic development and ecological civilization construction in economic governance;China contemporary construction of the mainstream ideology and philosophy of social science in cultural governance,etc.
