During the early years of the Cold War,the nuclear confrontation between the United States and the Soviet Union has become more and more intense,meanwhile,other countries and the regions in the world has also launched a series of campaigns against nuclear weapons,nuclear arms races and preserving world peace.The establishment of nuclear-weapon-free zones in Latin America has a great complexity problems both in politically and technically,however,this envisage has become a reality with the signing of the Treaty of Tlatelolco.The nuclear-weapon-free zone has been seen as a means of being able to withstand nuclear dangers and it is also the first step to achieve comprehensive and complete disarmament.This article mainly discusses the establishment process and the implementation of the Treaty of Tlatelolco from three aspects.The first part was the origin of the Latin American nuclear-weapon-free zone.Since the 1950 s,Latin American countries have been involved in arms control operations,but because of the complexity of the international situation during the cold war,the role has been limited.However,the Cuban missile crisis that took place in 1962 brought fear to the Latin American people,and the Latin American countries began to seek their own security path.The second part analyzes the position of the United States on the establishment of a nuclear-weapon-free zone in Latin America.In the process of Treaty of Tlatelolco negotiations,there were serious disagreements within the US government,but after the Kennedy Administration and the Johnson Administration discussions,the position of the United States was changed from the initial “not make a comment” and then “to support the establishment of nuclear-free zones at the standards of the United States ”and to the final conditional signing of the Second Additional Protocol to the Treaty.The third part is the implementation of the Treaty of Tlatelolco,despite the challenges encountered in the implementation process,the implementation of the Treaty of Tlatelolco is more effective.In 1993,33 States of Latin America have signed and ratified the Treaty.The Treaty of Tlatelolco is a product of regional organizations opposition to nuclear weapons and nuclear proliferation in the context of imperfect international nuclear non-proliferation nuclear system,which is very important for the establishment of nuclear-free zones in other countries or regions.
