Research On The Construction Of Shanghai Community Volunteer Service Center

The volunteering in our country has developed rapidly in the past 20 years.Whether in the number of volunteers,the number of volunteer organizations or service areas,they have made considerable development and achieved remarkable achievements.Volunteering involves a wide range of channels,therefore it has a positive effect to make up for government failure and market failure,to promote social harmony and the excellent quality of human beings.It conduces to the formation of solidarity,equality and mutual assistance in the whole society and increases harmonious factors.The volunteering is becoming an important addition to the social security system.Community volunteer center is the primary management unit in the basic level of volunteering and the most important part to improve the volunteering management system.Thus,strengthening the construction of community volunteer center is beneficial to the development of volunteering.The volunteering in Shanghai is well known throughout the country.As the Shanghai municipal government's practical project,the construction of community volunteer center is an useful attempt to develop the volunteering.In this article I describe the background and status of the Shanghai community volunteer center.In the special social environment of china,Shanghai community volunteer center forms four management modes: The street self-management model;The synergistic management model;Project outsourcing model;Commissioned by the social organization;Two operating modes: Separate operating mode;Synergistic construction model.Although the centers are growing fast,they are also faced with a series of problems,including the position of the community volunteer center,raising funds,human resources,the encouragement,the development of the project,integrating resources,the supervision and the sustainable development.Furthermore,I discuss the causes of the problems from two aspects: the community volunteer center itself and the external environmental factors.Finally,I put forward feasible measures for the construction of community volunteer center.In the concept,there is a need to improve the environment of community volunteer center.In the orientation,it's necessary to clear the community volunteer center's function;In the mode,we should optimize the mechanism of community volunteer center;In the breakthrough,enhance the ability of the community volunteer center to self-govemance.The innovation of this article is to summarize four management modes of the Shanghai community volunteer center;In this article I discuss the function and operation method of the community volunteer station;Through field research,I reveal the specific problems of the centers and put forward the corresponding recommendations.
