Research On The Operation Mechanism Of Social Organization Service Center In Town

The third plenary session of the 18th CPC central committee in 2013 stressed the importance of cultivating four types of social organizations.During this period,a variety of social organization support platform came into being.As a pivotal social organization,the service center of social organizations in town plays a key role in the construction of social organizations in China.In order to promote the better operation of social organization service center in town,it is necessary to study its operation mechanism.Through field observation and interviews with four social organization service centers in Y district,Hangzhou,this paper summarized and extracted the operation practice and influencing factors of the centers,and based on which,described and analyzed the operation mechanism of the centers.This study found that evaluated integratedly social organization service center under the effect of different factors together,the surrounding incubation cultivation,resource platform construction,the party leading,social organization propaganda,self management operation practice,mainly presented involving government,in the process of the evaluated integratedly service center of social organization and social organization operation mechanism of the three main body relations.Among them,the relationship between the government and the center presents the relationship between"employer" and "partner",and there exists a relationship between the center and social organizations in which the former manages the latter and both are equal and reciprocal,and the resource dependence of the government plays a decisive role in the operation of the center.At the same time,this study also found that the operation of social organization service centers in towns and streets is faced with many difficulties from different influencing factors at the present stage,including the lack of rationality of the evaluation mechanism of the centers by the government,excessive restrictions on the operation funds of the centers,and insufficient efforts to purchase services for social.organizations.The staff members of the center lack professional background,lack of effectiveness in the function of the center,and poor sense of autonomy.The level of social organization cultivated by management varies greatly and the enthusiasm is not high;Public understanding of the lack of such aspects.Solve the dilemma lies in the center of the optimization operation mechanism,which requires the reasonable advice from relevant subject:the government should pay attention to its guidance center the effectiveness of the operation,should strengthen the operational practice of autonomous consciousness,dynamic social organizations need to increase and incentive and social organizations shall establish a national public welfare society security system.
