China's Global Governance Concept After The Cold War

The existing regional study of global governance concerns more about regionalism and focuses on the utility of regional organizations in regional governance and its opportunities and challenges to global multilateral governance.But this approach misses the view and practice of global governance for each country based on its own unique history,culture and institutions.Given this,the article will focus on the formation and evolution of the view of China's global governance after the end of Cold War.In order to make the study of the view of global governance more practical,the article summarizes the view of global governance of China after the end of Cold War from five aspects,namely governance value,governance subject,governance regime,governance object and governance effect.After demonstration,the article holds that China's view of global governance is shown by equality,harmony and symbiosis on governance value,gives priority to sovereign states while complementarity to non-state actors on governance subject,is based on the international regime and flexible way and "common but differentiated responsibilities" principle on governance regime,mainly recognizes global public issue areas and development issues which do not involve core national interests and sovereign rights in the field of governance,and adheres to standards of "all countries' self-governance" to global good governance on governance effect assessment.In the analysis of the mechanism for the formation of the China's view of global governance,the article draws on the experience of and integrates the norm diffusion theory of constructivism to place the "view" and "norm" in the same theoretical framework to build formation mechanism of the view of global governance of state actors.Through summarizing and demonstrating,the article believes that,on the one hand,strategic calculation,role playing and normative suasion are three stages in which global governance norms are teached to China and the exogenous formation mechanism of China's view of global governance.In a long period of time in the present and the future,China's participation stage in global governance will remain in continuous while not complete tense of normative suasion.On the other hand,norms of Chinese institution,culture,history and national conditions constitute domestic norm factors which influence China's learning to global governance norms and are also the endogenous formation mechanism of China's view of global governance.Among them,the influence of cultural norms is most profound and,to a certain extent,shapes the other three norms.And other three norms also amend,supplement and perfect the cultural norms,which jointly with the former norms contribute to the formation of China's domestic norm preference and influence China's learning and internalizing process to global governance norms.On the whole,the "norm teaching" mechanism in system level and the "norm learning" mechanism in unit level together shape China's final view of global governance,which makes China' view of global governance both possess global characteristics and Chinese characteristics.Furthermore,the Chinese characteristics in China's view of global governance is more obvious than global characteristics,which means the "norm learning" mechanism in unit level dominates the process of the formation of China's view of global governance and China's receiving and internalizing to global governance norms still has great room to improve.At the same time,it also reflects the inherent contradiction and tension between national interests and global interests,nationalism and globalism in the process of the current global governance.To reduce the negative effect of the regional differences of state actors' view of global governance and promote the legitimacy and effectiveness of the global multilateral governance,all countries should adhere to the nationalism under the care of globalism,relax the position of absolute sovereign,blend more elements of globalism in the process of governance regime building,put good governance into global governance effect assessment and form a global consensus on the basis of global public goods to build a community of shared future for all humankind and realize the ideal prospect of global governance.
