Research On The Reform Of Construction Permit For Relatively Concentrated Construction Projects In Haimen City

China's economic development has entered a new normal.The system and the mechanism malpractice will effect the economic development.Healthy and steady development requires that we uphold and deepen the reform.By reforming of the administrative approval system,the government is aiming at a newer development through streamlining administration and delegating power.The relative centralized power of administrative licensing means concentrated administrative licensing by Administrative Approval Centre.In order to maintain market order and guarantee construction quality and safety,construction bureau approve building construction permit.As the relative centralized power of administrative licensing pilot reform,Haimen instituted an new Administrative Approval Centre in December,2015.Including Building construction permits,17 power of administrative licensing had been left to Administrative Approval Centre.Based on the survey and research,this paper provides a detailed account of the reform of relative centralized power of Building construction permits in Haimen by the theory of holistic government.And to find the problems in the reform work,put forward the corresponding optimization policiesFirstly,Through the review of books and materials,the relevant concepts,the theory of holistic government and other relevant theories have been combed and refined.Secondly,carefully study and analyz experience and effectiveness of Building construction permits Reform in four aspects:approval subject,preconditions,process and supervision.Point out four main reasons.Combined abilities are deficient.The approval management are fragmentation.Coordination pattern across departments is old and backward.Information platform does not work well.Then,analyze the experience of the United States,South Korea,Wuhou District,Chengdu and Binhai District,Tianjin.Provides a reference for the reform of relative centralized power of Building construction permits in HaimenFinally,offer four proposals.Firstly,enhance combined abilities and cultural identity.Pay attention to personal development of civil servants.Secondly,remolding Administrative Approval Bureau in accordance with citizen-oriented need.More preconditions come into the inner loop or been cut.Limit departmentalism and unify service guide.People on the ground should be given more authorization.Thirdly,provides new ways to collaborate.Draw a clear line of responsibility between approval department and regulator by official documents.Solve the problem in work cohesion by flexible approaches and definite rule.At last,cooperate with private sectors.Integrate the various networks to ensure the success of the reform.
