Research On Environmental Governance Behavior Of The Government Of Gui'an New District

The eighteen Fifth Plenary Session of the party put forward the concept of the development of the five,the concept of "green" development in recent years by the special attention.Guizhou province in the sixth Plenary Session of the 11 th CPC Central Committee stressed that the new area should be an effort to strengthen the construction of ecological civilization and vigorously develop ecological environment.President Xi Jinping stressed in the research of Guizhou,you should pay attention to the ecological environment and economic development of the two bottom line development.Efforts to improve the "green Guizhou" environmental protection facilities,increase investment and supervision,adhere to the "colorful Guizhou,refused to pollution",to strengthen the crackdown on environmental violations,and promote the development of circular economy.The environmental issues of public concern are the most affected.Therefore,it is very important for the government to protect the environment in the process of urbanization.Whether the environmental problems are handled properly will affect the image and credibility of the government in the public mind.The blind development of the economy and the neglect of the development of the environment will bring a series of problems,and these problems brought about by the loss of economic growth can not be used to smooth.In this paper,Gui'an for the analysis of the case,the use of government behavior externality theory,public choice theory,interest theory,using system analysis method,interview method and qualitative analysis method to explore the factors and effects of Gui'an new governance behavior of local government in the rural environment,and puts forward some countermeasures and suggestions in regulating and coordinating Gui'an the new government environmental management act accordingly.The behavior of local government in rural areas,environmental governance and the role of the means by which to regulate the behavior of local(1)government in environmental governance is the focus of the study.Clearly in urban environment of local government governance in the process of the main shadow of what behavior and these behavior factors,and through these factors explain the government behavior in the the advantages and disadvantages.This paper in the process of urbanization should always implement the "green development concept" point of view,to realize the multi center governance environment,the economic development and ecological protection combined to promote the development of urbanization is the best path of new urbanization.
