Research On The Improvement Of Local Government Governance Capability In New Urbanization

Urbanization is the only way to realize modernization,is an important measure of national economic and social development,China's local government plays an important role in the process of urbanization.The new urbanization is relative with the traditional urbanization is put forward,with the development of people as the core content,if the traditional urbanization is the urbanization of the population,then the new urbanization is focused on the quality of the population,that is,the survival and development of the rural population to the town.The difference between the old and new urbanization puts forward new requirements and challenges to the local government governance ability.On the one hand,the local government according to the requirements of the new urbanization strategy and development goals to make corresponding adjustments to its governance capacity,promote the development of new urbanization and improve its governance system and improve governance capacity,so as to realize the modernization of governance.On the other hand,the existing governance level of local government is not enough to meet the needs of the development of new urbanization,the governance capacity of the challenge.Local governance capacity of the new urbanization,is not only a positive response to the national strategic objectives,is to promote people-oriented urbanization needs,is key to promote the sustainable development of our economy and society in china.Jinchang City,Gansu Province as the only selected new national urbanization pilot cities,the future of local government in the new urbanization can quickly respond to its development needs of the province and even the country's development and stability is of great significance.This article uses the literature research method and the empirical analysis method to carry on the analysis to the Jinchang new urbanization government governance ability divides into seven parts.The first part is the introduction,which describes the basis and significance of this study,reviews the relevant research literature at home and abroad.The second part of the new urbanization and local government governance ability of the two key words and related concepts of the connotation of the characteristics of the summary,and analysis of the relationship between localgovernment governance capacity and the new urbanization.The third part constructs a set of index system to evaluate the ability of government governance in the new urbanization of Jinchang,which is the research framework for the quantitative analysis of the governance ability of the Jinchang municipal government.The fourth part summarizes the status quo of the Jinchang municipal government in the new urbanization governance capacity,using the evaluation index system has been constructed on the governance capacity of new urbanization in Jinchang city was evaluated and the results of the assessment are summarized analysis.The fifth part is on the basis of the analysis of the results of the assessment of the problem and in-depth analysis of the constraints of the new urbanization process to enhance the ability of local government governance,to pave the way for the following countermeasures.The sixth part puts forward the countermeasures and suggestions of promoting the ability of government governance in the new urbanization of Jinchang,and provides some operable suggestions and references for the promotion of the new urbanization to improve the governance capability of the local government in Jinchang.The last part is the conclusion.
