The relationship between the government and the citizen is an important proposition that runs through the process of political development,which changes with the changes of social structure,social structure and social environment.The founding of new China has changed the rule-obedience relationship between the government and the citizen under the feudal society.Since reform and opening up,the change of governance model of the government,the awakening of the consciousness of civil right and the development of the social organizations has made the relationship of the government and the citizen more harmonious.Along with the social transformation,the emergence of new media has promoted the spread of revolution and influenced original social structure and social environment,the features of the new media are constantly shaping a more active and more populist government.Thus,the relationship between the government and the citizen presents new changes.However,the new media has not only promoted the healthy development of the relationship between the government and the citizen,but also brought new problems.The discussion of the relationship between the government and the citizen which developed by Marxist classic writers and China Communist Party during through the research on socialist theory and practice of revolution and construction is the action guide which can guide the development of the relationship between the government and the citizen of our country.The view of government and country of Marxist classic writers and the ideology of serve the people,people's democracy and mass line of China Communist Party has provided theoretical direction for the construction of the relationship of government and citizen from different aspects.Through the study of the relationship between the government and the citizen of Marxist,we can find that the proper relationships between the government and the citizen are the relationship of service-supervision,response-expression and consultation-collegiality.After the founding of new China,China has got rid of the rule-obedience relationship between the government and the citizen under feudal autocracy.And after the reform and opening up,remarkable achievements have been made in the transformation of the relationship between the government and the citizen,and presented the relationships of weak service-weak supervision,weak response-weak expression and weak consultation-weak collegiality.The emergence of new media has a positive and negative impact on the relationship between the government and the citizen in Chinese context,and has changed the relationship,but it hasn't solidified the relationship.The positive influences include the promotion of citizen expression caused by virtual expression channels,the promotion of citizen supervision caused by virtual monitoring platform,the promotion of social collegiality caused by virtual network organizations,the optimization of public service of government caused by government platform and the promotion of public consultation caused by virtual public sphere.The negative influences include the emotional online expression of citizens,the irrational online supervision of citizens and the passive online response of government which are cause by the anonymity,de-centricity,massive information,and personalized features of the new media.According to the characters of the new media,several strategies such as purify the online environment of new media,strengthen the e-government construction of the government,strengthen the guidance of mainstream of public opinion of new media and improve citizen's new media political literacy to eliminate the negative impact and promote the healthy development of the relationship between the government and the citizen.
