Research On The Construction Of Government Service Hotline From The Perspective Of Holistic Governance

Under the circumstance of social governance,the governmental administration takes on many new forms,among which the hotline,as a major channel for the close relationship between government and people,plays a key role in it.The Citizen's Hotline 12345 is such a channel for the Party committee and the government to serve and maintain close ties with the masses and is an important means for resolving conflicts and constructing a harmonious society in the new situation.Taking the current major policies and guidelines of the country and the theory of holistic governance in public management into consideration and the Citizen's Hotline 12345 in Dezhou City as an example,the statement of this article begins with the public service nature of a citizen's hotline,concludes in the integration of governmental hotline and extends into the application of the theory of holistic governance for a service-oriented government.In this article,the governmental hotline is focused on as a concrete move in the hotline integration carried out in the application of the holistic theory,problems are put forth,actual causes are analyzed and the verification,in the service of citizen's hotline,of the practical effects of the holistic governance theory are presented.It provides a useful reference for the analysis and upgrading of hotline construction in the perspective of holistic governance.In the light of the theory of public management and the present operation of the governmental hotline,the study on the integration of governmental hotlines,taking that of Dezhou City as an example,is carried out from the perspective of the holistic governance with the problems sought after,causes analyzed and solutions searched.This paper is divided into 6 chapters:Chapter 1 is the introduction stating the background,significance,present status,ideas,methods and innovative points of the research home and abroad;Chapter 2 is the theory stating the definition of relevant concepts of regulation,holistic governance,etc.and the analysis of the relationship between holistic governance theory and governmental hotline;Chapter 3 is the current situation analysis stating the necessity of the integration of governmental hotlines in Dezhou City,the concrete moves for integration and the practical results thereof;Chapter 4 is the problem analysis stating one by one the existing problems with the Citizen's Hotline 12345 of Dezhou City;Chapter 5 is the countermeasures and suggestions for the problems found with the Citizen's Hotline 12345 of Dezhou City based on the theory of holistic governance and its development;and Chapter 6 is the conclusion stating the summary of this paper and expounding its deficiencies and the next research direction.This article adopts the methods of literature,field survey,case analysis and comparative analysis in its study and has its strengths therein as the author works with the Citizen's Hotline 12345 of Dezhou City.All the cases enumerated in the article root in the hotline system and they are typical in hotline service.The charts used herein have a good significance in empirical research because they are from the data generated by the system in the course of many years.Dezhou City is one of the earlier areas in Shandong Province in carrying out the integration of governmental hotlines and has it completed at the end of last year.So both the experience acquired and the problems popped up can be used as a reference that is general,regular,practical and widely applicable and a guide more conformable to the current situation in the hotline integration and upgrading of other cities.
