Research On Cross-administrative Area Coordination In The Construction Of Urban New Districts

Since the nineties of last century,all kinds of development zones,university towns,new districts and other new urban space has been a large number of large,greatly promote the Chinese cities,especially the suburban urbanization process.Urban New District carries the function of developing urban spatial extension,which not only enlarges the area of city,but also strengthens the quality of urban development and urban competitiveness,promotes the healthy development of urban economy and ensures the healthy and sustainable development of regional integration.Urban New District due to the special reasons of geography,in the administrative environment across the administrative region,but by the previous political areas have been the inertia of the economy and the local district officials promoted the tournament system and other reasons,there will be functional economic zone with some of the district Contradictions and conflicts,seriously affecting the integrity of the new district and coordination.The lack of effective coordination of government organizations leads to the lack of responsibility subject,the single coordination mode,the obstruction of information sharing and the imperfect communication mechanism.The new district faces a series of difficulties in the coordination of administrative affairs.In order to fundamentally solve the difficult problems faced by the new district,so that the integration of new and local governments,from confrontation to cooperation,we must adopt advanced concepts,choose a reasonable coordination model,to build an efficient cross-administrative coordination mechanism.Based on the theory of inter-bank management,the theory of compound administration and the theory of regional cooperation,this paper summarizes the basic situation of Guian New District and the cross-administrative coordination mode used in Guian New District,using normative research,case study,literature research and comparative research-administrative order,sports governance,the provincial government inter-ministerial joint meeting,summed up the main problems in the coordination of cross-administrative areas,systematic analysis and comparison of urban construction in the new district coordination mode and means,namely passive mode,active mode,Synergistic model and administrative means,legal means,economic means,and later learned from the metropolitan area coordination,the integration of the EU integration technology and the Chongqing Liangjiang New Area coordinated means and Shanghai Pudong New Area grid coordination management experience,further From the strengthening of the legal system of the CMC,change the functions of the CMC and strengthen the supervision of the three aspects of the city to improve the city new district management system,and from the market mechanism,cooperation mechanism,security mechanism and benefit sharing and compensation mechanism four areas Government ’s new district construction support system.Finally,from the provincial government level,the new district and municipal level and the new district level,respectively,to improve the coordination of administrative coordination mechanism,"five joint ten" working mechanism and supervision and evaluation mechanism.This paper basically constructs the inter-administrative coordination mechanism of our country’s new district,and consummates the operation mechanism ofinter-administrative coordination.Through the comprehensive interpretation of the historical development and practical dilemma,gradually show cross-administrative coordination of government problems encountered,building and interpretation of scientific and rational framework.With the effective operation of the interregional coordination mechanism in the construction of Guian New District,the future construction level of Guian New District will reach a new height,thus promoting the development of Guian New District and even the whole Guizhou province.At the same time,this will be of great theoretical and practical value in promoting the coordinated development of the interregional districts of other new districts in China.
