Research On Vertical Intergovernmental Relations In Urban Governance In Taiwan District

With the development of urbanization and the development of governance and structure in Taiwan district,the old and new systems are constantly changing.The research on urban governance has gradually changed from a single element analysis to a study of the relationship between the subjects of the pluralistic governance structure and process.How to study the relationship between governments,that is,the relationship between city,district and city,has gradually become the key issue of urbanization governance.At the same time,it explores the diversification of administrative management channels in urban governance.As well as the technical thinking of constructing the vertical intergovernmental relationship characterized by "pluralistic differentiation","overlapping dual track" and "heterogeneous responsibilities",this paper puts forward a new research perspective.The independence and cohesion of the urban governance structure in Taiwan began to be studied at the vertical level.In the area of urban governance in Taiwan district,the content of the early governance system was mainly about the analysis of the factor policy,but most of the current analysis of the governance structure and process is focused on the horizontal level exploration.The relationship among the three levels of administrative organizations in Taiwan district is analyzed.At the same time,the structure of urban governance in Taiwan district is further explored from the three levels of macro differentiation,meso strengthening and micro layout,and the modernization of urban governance in the mainland is further explored.The development of diversification has important reference value and reference function.This research mainly focuses on the following three aspects:first,from the content at the macro level,the administrative area has a history of Taiwan district pipeline diversification.From 1990s to 90s before the password management after the "deliberative democracy" and "Community Movement" to "government oriented multi-society" the multi-level differentiation pattern,has gained more and more public participation,and gradually realize the "government oriented society" "multi-level logic"of city governance;Secondly,at the meso level,the "overlapping two-track" structure separates the channels of public opinion expression from the channels of administration and management.The structure of municipal management is also separated from that of internal administration.The "overlapping two-track" structure provides a technical basis for the strategic layout of the "municipal,district and li" three levels of administrative organizations,and on this basis,Under dual-track technology,"city-district-li" is not only the separation of each other,but also the relationship of interleaving and cooperation.Finally,at the micro level,the "two-track structure" also leads to the technical consequences of "heterogeneous responsibilities".The vertical inter-governmental relationship of urban governance in Taiwan has also changed from "responsibility isomorphism" to "responsibility isomerism".As "backing" and "district-inside"cooperation governance,the government's "regulatory nature" provides legal backing for citizens' community participation.The cooperative governance of district-li also reflects the important role of social force and citizen participation to a certain extent.Taiwan district city governance in community governance as the main core,the longitudinal relationship between "city district" as the starting point,focusing on the significance of "diversified management channel","multi-level differentiation logic" and"overlapping dual structure" new perspective,realize the diversified development of administrative development in Taiwan area and the "City District" three level administrative structure from the "isomorphic responsibility" to "technical results heterogeneous responsibility".At the same time,it has also innovated the field of vertical intergovernmental relations in urban governance in Taiwan.It has important reference value for the "top-down" governance model in the mainland and for the phenomenon of"responsibility overload" in which streets and communities undertake administrative and community building tasks at the same time."Government-society" cooperative governance in urban governance in Taiwan,To make the social friction and the government's "regulation" reach a certain degree of "administrative balance",which has an important realistic and theoretical function to the urban governance in mainland China.The diversified development of the urban governance in Taiwan not only strengthens the role of the society.It also promotes the citizen's community participation,and the study of the vertical intergovernmental relationship has reference significance for solving the"block contradiction" and "power and responsibility barrier" in the urban governance of mainland China.The development of "Government-Society"-oriented pluralistic trend in urban governance in Taiwan district and the technical analysis of the "overlapping dual track" structure have promoted the modernization of urban governance and the study of the relationship between vertical governments.
