Research On The Problems And Countermeasures Of Administrative Law Enforcement System Of Urban Management In Zhongshan District

In recent years,China's economic and social development is changing with each passing day.A large number of rural population have entered the city,which not only promotes the development of the city,but also brings about the problems of urban management.The drawbacks of the original administrative law enforcement system of urban management have gradually emerged,and the resulting problems of violent law enforcement and inefficient law enforcement have seriously damaged the authority of the law and the credibility of the government.The willingness of all walks of life to reform the administrative law enforcement of urban management is becoming stronger and stronger.Taking the administrative law enforcement system of urban management in Zhongshan District of Dalian as the research object,this paper investigates the historical evolution and current situation of the administrative law enforcement departments in Zhongshan District by studying relevant theories,and summarizes the problems existing in the administrative law enforcement system,such as the lack of standardization of law enforcement,the ambiguity of the main body of law enforcement,the insufficient guarantee of law enforcement,the lack of incentives and constraints for law enforcement personnel,and so on.The causes of the problems are analyzed and the countermeasures are put forward.Finally,it comes to the conclusion that the key to law enforcement reform is to touch the core issues of law enforcement system,ensure the effective implementation of law,and need the participation of the whole society.This study is divided into three stages.The first stage is to sort out and summarize the existing research.By defining the concept of urban management administrative law enforcement,collating and analyzing the research situation at home and abroad,comparing and studying the practices of some cities in China,the significance of the topic is clarified,and the preparation for the next research is made.The second stage is the empirical research part.By studying the basic situation of administrative law enforcement of urban management in Zhongshan District of Dalian,discussing with law enforcement officers,and investigating the situation of law enforcement by public,we collect data to analyze the current situation of administrative law enforcement in Zhongshan District,so as to provide a good basis for empirical research.In the third stage,through in-depth analysis of the problems existing in the administrative law enforcement system of urban management in mountainous areas,from the five perspectives of legalization,grid,informatization,information system construction and performance appraisal,combined with the actual situation of Zhongshan District,the reform measures of administrative law enforcement are put forward and the conclusions are drawn.
