Study On Participatory Governance Mechanism Of Food Safety In Gangu County

Food is the first thing for the people,and safety is the first.Food safety is an important matter related to the national economy and people's livelihood,is one of the important contents of social governance reform,which the party and the state attach great importance to.As a prefecture level county in the underdeveloped western region,Gangu County has insufficient potential in food safety management.Although the regulatory department has undergone several reforms,it is still difficult to deal with the increasingly complex food safety problems.The grass-roots regulatory force is weak,the food production and operation enterprises are profit-making,the social organizations in the food field are seriously absent,and the people's safety awareness is weak Therefore,the research on food safety governance in Gangu County is not only conducive to regulating food safety risks,improving the level of food safety governance,but also to mobilizing social forces and establishing a good situation of food safety social co governance.This paper takes the participatory governance mechanism of food safety in Gangu County as the research object,and through consulting the literature,it has formed a certain understanding of the interest subjects of food safety and the participatory governance of food safety.Then,combined with the work,using the method of questionnaire and interview,collected the opinions and opinions of the law enforcement personnel of the food safety supervision department of Gangu County on the supervision work,the understanding of the responsibility of the food practitioners in the governance and the first-hand information of the consumers on the food safety awareness,so as to comprehensively grasp the current governance situation of food safety in Gangu County.Thirdly,combined with stakeholder theory and participatory governance theory,find out the problems in the participatory governance mechanism of food safety in Gangu County,and analyze the reasons from the five dimensions of participation subject,participation content,participation approach,participation cost and participation guarantee.Finally,on the basis of the above analysis results,with reference to the successful experience and practice of food safety management at home and abroad,combined with the actual situation of Gangu County,the paper puts forward countermeasures to improve the participatory governance mechanism.It is hoped that the conclusion of this study can promote the development of social co governance pattern of food safety governance in Gangu County and contribute to the food safety governance in the county-level region.
